About this opportunity
The Texas Health and Human Services Commission (HHSC) and Department of State Health Services (DSHS) are soliciting competitive sealed bids for the installation of a secured gate system at the employee parking lot located behind the Hawkins Building at 501 Hawkins, El Paso, Texas 79915. The procurement requires installation of chain link fencing (9-gauge commercial grade with SS40 posts) comprising an 80-foot by 6-foot entrance fence with a pedestrian gate, a 20-foot roll gate with operator, a 107-foot by 6-foot exit fence with a 20-foot roll gate featuring free exit capability, and an 18-foot by 6-foot ditch gate, along with two Liftmaster SL 3000 one-horsepower gate operators, wireless keypads for vehicle gates, loop detector free exit functionality, and all necessary electrical connections. Bidders must demonstrate a minimum of three years of relevant experience in gate and fence installation, provide three verifiable references for similar projects completed within the past two years, and comply with ADA, OSHA, fire code, state building code, local zoning regulations, fire marshal approval, and TSA compliance requirements. Required insurance includes Workers' Compensation ($1,000,000 per accident), Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000), and Umbrella Liability ($1,000,000). Pricing must be firm and fixed, submitted using the provided Pricing Sheet (Exhibit C) with all costs in US dollars. Mandatory on-site visits are scheduled for March 3-4, 2026, with a questions and clarifications deadline of March 6, 2026, and bid submission deadline of March 11, 2026, at 10:30 A.M. Central Time. The initial contract term begins upon award and expires August 31, 2026, with a one-year extension option available at the agency's sole discretion.
This Invitation for Bids does not identify a specific set-aside program or incumbent contractor, though bidders must establish and maintain a Texas Identification Number (TIN) and comply with all HHS Solicitation Affirmations (Exhibit A) and Uniform Terms and Conditions (Exhibit B). If awarded a contract valued at $1 million or more, the contractor must submit a Certificate of Interested Parties (Form 1295). Bidders must certify compliance with numerous statutory prohibitions and certifications, including suspension and debarment status, human trafficking restrictions, child support obligations, E-Verify participation for service contracts, and prohibitions on boycotting Israel or energy companies. The solicitation documents do not specify a budget range or award value, as the contract is structured on a firm-fixed-price basis with pricing to be evaluated from submitted bids. Responses must be submitted by email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room (with advanced registration recommended), or via hand delivery/overnight mail with a USB drive to the Procurement and Contracting Services office at 1100 West 49th Street, Austin, Texas. All bids become property of HHSC and are subject to public disclosure under the Texas Public Information Act. Contact David Martinez at HHS Purchasing for additional questions regarding this solicitation (Event ID HHSTX-HHS0017017).
