About this opportunity
The University of Texas at Arlington, a component institution of the University of Texas System, has issued a Request for Qualifications (RFQ) for project management services to oversee a comprehensive Deferred Maintenance Program spanning approximately two to three years across the university's 420-acre campus with over 100 buildings. The procurement seeks a qualified firm to provide program-level coordination, project management oversight, cost control, schedule management, and reporting for multiple concurrent facility renewal projects including HVAC system replacement, electrical infrastructure upgrades, roofing replacements, plumbing infrastructure replacement, fire protection and life safety system upgrades, elevator modernization, and accessibility and code compliance upgrades. Key qualifications include demonstration of the prime firm's ability to provide services, appropriate project management firm structure, strong performance on past representative projects, knowledge of industry best practices, and capability to identify and resolve problems. The selected firm will be engaged for an initial three-year term (Phase I) with three consecutive one-year renewal options (Phase II) at the discretion of the Office of Facilities Management, with a Notice to Proceed anticipated for June 10-15, 2026 and substantial completion targeted for July 1, 2029. The qualifications submission must not exceed fifty printed pages in minimum 11-point font and must address seven specific evaluation criteria covering statement of qualifications and availability, service provision capabilities, firm structure, past project performance, best practices knowledge, problem resolution ability, and execution of offer. A mandatory pre-submittal conference is scheduled for April 28, 2026 at 3:00 PM at Trinity Hall 104E in Arlington, Texas, with qualifications due May 13, 2026 at 2:00 PM CST at the Office of Facilities Management, 1225 West Mitchell Street, Suite 205, Arlington, Texas 76019. Respondents must submit one original and six identical copies plus one PDF copy on a flash drive, and questions must be submitted by May 1, 2026 at 2:00 PM to Viki Lewis, Senior Financial Analyst, at vlewis@uta.edu or 817-272-0192.
This procurement includes a mandatory Historically Underutilized Businesses (HUB) participation requirement with a HUB Subcontracting Plan mandatory as part of the submission, establishing a HUB goal of 0.5% for this contract. Respondents must comply with University of Texas System policies, state of Texas procurement requirements, prevailing wage requirements, workers' compensation insurance mandates, and various certifications including criminal background checks for assigned personnel, franchise tax status certification, and compliance with Executive Order GA-48 regarding foreign adversary restrictions. Prime contractors must follow one of four designated pathways for HUB participation: awarding all work exclusively to Texas-certified HUBs, awarding work to both HUB and non-HUB vendors while meeting or exceeding the HUB goal, awarding work to mixed vendors without meeting the HUB goal, or performing the entire contract with company resources. Contractors utilizing the Method B pathway must demonstrate good faith effort by notifying a minimum of three Texas-certified HUBs and two trade organizations or development centers at least seven working days prior to bid submission. Prime contractors must submit a Prime Contractor Progress Assessment Report (PAR) with each payment request and obtain contracting agency approval before modifying the HUB Subcontracting Plan, with failure to submit a completed plan resulting in automatic rejection. The RFQ does not include pricing or fee information within the qualifications submission phase, as fees will be addressed in subsequent contract negotiations.
