About this opportunity

The University of Texas at Arlington, Office of Facilities Management, is issuing a Request for Competitive Sealed Proposals for an indefinite-quantity blanket order contract to provide masonry restoration, brick and paver repairs and installation, and facilities waterproofing services. The contract will allow the University to issue task orders on an as-needed basis for construction services related to masonry and waterproofing work on campus. Respondents must submit unit pricing based on over 100 specific work categories detailed in Exhibit I, including equipment rentals, sealants, coatings, masonry repairs, and waterproofing services. Proposal evaluation will be weighted 50 percent on pricing and 50 percent on qualifications, including safety management, construction services capability, team qualifications, past performance, project planning, quality control, and warranty support. A mandatory pre-proposal meeting is scheduled for April 16, 2026, at 9:30 a.m., with failure to attend resulting in proposal rejection, and proposals must be submitted by April 30, 2026, at 2:00 p.m. The initial contract term is two years from the effective date, with the University holding options to renew for two successive two-year periods, for a total potential contract duration of six years.

Contractors must comply with Texas prevailing wage requirements and be capable of bonding for 100 percent of individual task orders exceeding $25,000, in addition to carrying comprehensive insurance with minimum limits of $1,000,000 per occurrence for general liability and $1,000,000 for automobile liability. Respondents must submit a completed HUB Subcontracting Plan demonstrating good faith effort to utilize Texas-certified Historically Underutilized Businesses, with a stated HUB goal of 1.39 percent for this special trades procurement. While no minimum quantity of work is guaranteed, the University estimates the cumulative value of task orders during the base period and each option period will be at least $100,000, providing a potential contract value of approximately $600,000 over the full six-year period if all option years are exercised. The contract is contingent upon continued appropriation of funds by the Texas Legislature and the University of Texas System Board of Regents.
