About this opportunity

This is a Competitive Sealed Proposal (CSP) issued by the Lone Star College System (LSCS), a community college system in the Houston area, for roof replacement services at the Center for the Arts Building located at 9191 Barker Cypress Road in Cypress, Texas (Harris County). The procurement seeks qualified contractors to provide complete roof replacement and retrofit services, including full removal of the existing gravel-surfaced built-up roof system down to the lightweight insulating concrete deck, repair of damaged substrate, installation of a new watertight modified bitumen roofing system, and all associated flashing, trim, equipment coordination, permitting, inspections, and closeout documentation. The work must be completed while the facility remains fully operational. Proposals will be evaluated using the Best Value method based on five criteria: price (40 points), relevant experience/qualifications/reputation/quality (30 points), schedule (10 points), safety program and record (15 points), and financial capability (5 points). Required submittals include a 10 percent bid bond, proof of current insurance coverage (general liability and workers' compensation), three project references from similar completed projects, a completed W-9 form, and a signed Certificate of Interested Parties (Form 1295) filed with the Texas Ethics Commission. A mandatory pre-proposal site visit is scheduled for May 6, 2026, at 1:00 PM, with a questions deadline of May 13, 2026, at 9:00 AM (CT). Proposals are due May 26, 2026, at 2:00 PM (CT), with a public online bid opening at the same time and proposal evaluation scheduled for June 5, 2026, at 10:00 AM (CT). The initial contract term shall not exceed five years and covers the duration of project installation.

The project utilizes federal funds and requires full compliance with federal procurement regulations, including Davis-Bacon Act prevailing wage requirements, Contract Work Hours and Safety Standards Act provisions, and Clean Air and Water Act compliance. Contractors must certify compliance with debarment status, tax certifications, and various non-discrimination and ethics provisions. The procurement does not specify set-aside designations for disadvantaged enterprises, though the Uniform General Conditions reference Historically Underutilized Business (HUB) subcontracting goals that contractors must comply with. No incumbent vendors or current contractors are identified in the procurement documents. The estimated project budget is $2,187,500.00, with pricing required to be held firm for 180 days after bid closing. Payments will be made within 45 days of invoice receipt for completed work, with the owner retaining five percent retainage until project completion. Performance and payment bonds are required, with the performance bond being mandatory for contracts exceeding $100,000 and the payment bond mandatory for contracts exceeding $25,000, to be filed in the Harris County clerk's office. Contractors must also maintain builders risk insurance covering 100 percent of completed project value on a replacement cost basis, along with general liability and workers' compensation insurance.
