About this opportunity
The Texas Department of Public Safety (DPS) is soliciting proposals under RFP 405-26R0010816 for roof replacement at its Conroe District Office in Conroe, Texas, with responses due December 8, 2026 at 5:00 P.M. Central Time and a mandatory pre-proposal site visit on November 13, 2026 at 11:00 A.M. at 2 Hilbig Road, Conroe, Texas 77301. The solicitation carries a HUB requirement under which vendors demonstrate good faith effort through self-performance or an approved Subcontracting Plan, and a completed plan is a condition of bid responsiveness.
Vendors using subcontractors must show good faith efforts to recruit VetHUB-certified vendors, including notifications to at least two certified VetHUBs with a minimum seven-business-day response period, and must specify the percentage of contract value awarded to VetHUB-certified versus other subcontractors across up to twenty-five itemized opportunities. VetHUB status is not a selection criterion. Self-performing vendors must affirm they will use only their own resources and employees. Subcontractor changes require prior written agency approval, and progress assessment reports accompany each invoice.
The scope covers removal of existing roofing and installation of new roofing, insulation, sheet-metal components, gutters, sealants, and accessories. Three optional add-alternates are priced separately: building envelope sealant replacement, pressure washing, and metal repainting. Pricing must appear on the Mandatory Pricing Schedule and include labor, materials, overhead, and profit.
The initial contract term runs one year from the effective date, with continuation subject to DPS funding availability. No minimum compensation is guaranteed, and DPS pays only after the Contract Monitor approves the work. A 10 percent retainage applies until all work is accepted and warranty documentation is provided. Performance bonds exceeding $100,000 and payment bonds exceeding $25,000 are required before work begins. Contractors must comply with prevailing wage rates under Texas Government Code Chapter 2258, provide proof of workers' compensation insurance, and fund criminal history background checks for all project personnel. Bidders must also provide audited financial statements or alternative financial documentation.
Evaluation weights technical requirements at 40 points, vendor performance and financial capability at 30 points, and cost at 30 points, with award based on best value to DPS. The anticipated award date is January 22, 2027. Electronic responses go to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room.
