About this opportunity
The Texas State University System, on behalf of Sul Ross State University, is issuing a Request for Qualifications and Proposals (RFQ/P) for the selection of a Construction Manager-at-Risk (CMR) firm to deliver the Multi-Purpose Building One project in Eagle Pass, Texas. The procurement seeks comprehensive CMR services encompassing pre-construction phase services, construction phase services, and warranty support for a three-story, 40,000 gross square foot inaugural building on a newly acquired 43-acre campus site, with associated infrastructure including utilities, roadways, and two parking lots with approximately 420 spaces. The facility will include 26,216 assignable square feet organized into student services, administrative spaces, police services, instructional spaces including classrooms and labs, faculty administrative spaces, and general support spaces. Respondents must submit a Pre-Construction Phase Fee, a Construction Phase Fee expressed as a percentage of the anticipated Guaranteed Maximum Price (GMP), and a not-to-exceed General Conditions cost amount as a percentage of the GMP. The qualifications evaluation constitutes up to 50 percent of the total scoring, with weighted criteria addressing firm capability, team qualifications and execution, past CMR project performance, cost control abilities, schedule management, construction methodologies and best practices, problem identification and resolution, safety risk management, and warranty services; the proposal evaluation comprises the remaining 50 percent based on the safety management program and pricing components. An optional pre-submittal conference is scheduled for April 30, 2026, at 11:00 a.m., the written questions deadline is May 8, 2026, at 12:00 p.m., and qualifications, proposals, and VetHUB Commitment Letters must be received by May 20, 2026, at 2:00 p.m. at Sam Houston State University's Procurement & Business Services office in Huntsville, Texas, with proposals opened publicly on June 9, 2026, at 2:00 p.m. at the Texas State University System offices in Austin, Texas.
The procurement requires a Letter of VetHUB Commitment, with a full VetHUB Subcontracting Plan required from the selected contractor, indicating a set-aside or preference for veteran-owned business enterprise participation. All submissions require compliance with numerous state and federal certifications and requirements, including prevailing wage rate compliance, workers' compensation insurance, non-discrimination provisions, cybersecurity training program completion, and various Texas Government Code certifications regarding boycotts, foreign business engagement, firearm discrimination, energy company boycotts, vaccine passport prohibitions, and critical infrastructure affiliation. The owner anticipates selecting the CMR by June 25, 2026, executing the agreement by July 8, 2026, and issuing notice to proceed for pre-construction services by July 13, 2026, with notice to proceed for construction scheduled for March 29, 2027, substantial completion by October 13, 2028, final completion by November 13, 2028, and occupancy anticipated by December 15, 2028. Liquidated damages are set at $2,000 per calendar day, and the project duration from notice to proceed for construction to substantial completion is 564 days or 18.5 months. The total Construction Cost Limitation for the project is $35,500,000, which represents the owner's current target for the Guaranteed Maximum Price. The owner reserves the right to select up to five respondents for interviews to confirm qualifications and proposals or to make a best value selection without conducting interviews.
