About this file
This file is an Architectural Space Program of Requirements document prepared by Facility Programming and Consulting for Sul Ross State University's Eagle Pass Campus Multi-Purpose Building 1 project in Texas. The document establishes comprehensive design and programming guidelines for a three-story, 40,218 gross square foot (26,216 assignable square feet) inaugural building on a newly acquired 43-acre campus site. The facility will accommodate 26,216 assignable square feet of space organized into six functional categories: Student Services (Welcome) at 150 asf; Administrative Spaces (Vice President and Dean's) at 1,819 asf; Police Spaces at 1,149 asf; Instructional Spaces at 18,060 asf including general classrooms, computer labs, science labs, and a library/learning commons; Administrative Spaces (Faculty) at 4,228 asf; and General Support Spaces at 810 asf. The project includes infrastructure improvements consisting of extended utilities (water, electricity, natural gas, communications, and stormwater management), roadway extensions from Medical Drive serving as the primary campus access point, and parking facilities accommodating approximately 410-435 spaces distributed across the site. The building will serve students from three Rio Grande area locations (Del Rio, Eagle Pass, and Uvalde) and support both undergraduate and graduate programs in Social Sciences, Education, Nursing, and Business.
The program document does not establish pricing terms, set-asides, or contract award dates, as it functions as a design and planning reference document rather than a procurement instrument. However, the related state and local contract opportunity indicates a Construction Manager-at-Risk (CMR) procurement with a total Construction Cost Limitation of $35,500,000 representing the owner's target Guaranteed Maximum Price. The CMR selection process includes qualifications and proposals evaluation (50 percent weighting each), with respondents required to submit pre-construction phase fees, construction phase fees expressed as a percentage of the GMP, and not-to-exceed General Conditions costs. Key procurement dates include an optional pre-submittal conference on April 30, 2026, a written questions deadline of May 8, 2026, and submission deadline of May 20, 2026, with CMR selection anticipated by June 25, 2026, and notice to proceed for construction scheduled for March 29, 2027. The project requires VetHUB (Veteran-Owned Business Enterprise) commitment with a full subcontracting plan, compliance with prevailing wage rates, and adherence to multiple state and federal certifications including cybersecurity training and various Texas Government Code requirements. Substantial completion is targeted for October 13, 2028, with occupancy anticipated by December 15, 2028, and liquidated damages assessed at $2,000 per calendar day.

Land Impact Topography
A topographic survey was not conducted as part of this report. A USGS map of the City of Eagle Pass indicates that the land has quite a few areas of substantial elevation change. The areas of greatest elevation change occur along the south edge of the site near US 277 and the west edge of the site along North Foster Maldonado Blvd. Elevations near these sections of campus start at 860’ above sea level and within a short distance fall to 820’ above sea level. While the site rises again to 860’ above sea level at northeast corner of the site, this 40’ change occurs over a distance which is four times that of the southern and western boundaries. The existing elevations are indicated on the map below.
Vegetation Current landscape surrounding the proposed site consists of native shrubs, small trees, and a variety of vegetated areas. Landscaped areas which enhance the building and its exterior appearance shall be integrated to attract students and visitors, as well as to represent the programs housed within the new building. It is recommended the chosen landscape reflect the native plants of the region.

Utilities Infrastructure The proposed site for the new Multi-Purpose Building 1 is located in an undeveloped region of the new 43-acre Sul Ross Eagle Pass University campus. Most utilities, including water, electricity, gas, and data, are cur-rently not available within the project area, but located within the property easement along US 277 or along Medical Drive, the road entering the campus from the north. However, storm does run through the center of the site as identified in the map below. The schematic utility diagram and accompanying narratives below indicate the existing lines currently in the vicinity of the proposed campus.
A detailed utility survey identifying the size and location of these utilities was not provided by TSUS or the City of Eagle Pass. The design team shall conduct and provide detailed utility studies prior to the design of the facility.
Communications Communication is currently not provided to the building site. Cabling would need to be extended to service the location of the new Multi-Purpose Building 1. These services include, but are not limited to, fiber optic and cable TV. Design architect shall analyze the site and its surroundings prior

Architectural Design Guidelines Checklists
Site and Materials Follow nationally recognized environmental stewardship by achieving
Green Building Council objectives. Where possible, LEED certifica-tion shall be achieved, if it does not adversely affect overall design, budget, and occupancy.
Site utility structures such as HVAC equipment, utility meters, satellite dishes, transformers, and other mechanical equipment shall be located in screened designated service areas.
Although not recommended in the Construction Standards, service and mechanical units located on the roof of buildings should not be visible from the pedestrian perspective. They should be shielded with a parapet or set back from the building edge.
Buildings shall be oriented to open spaces, pedestrian corridors, and streets.
Façade Articulation Façades that address an open space, pedestrian corridors, or streets, should not have blank unarticulated wall surfaces.
The façade of a building should clearly indicate the location of the main entrance.
Fenestration and Encroachments Carefully articulated architectural elements help to define and beautify buildings and in turn enliven the public realm. The following architec-tural elements are encouraged in building designs:
à Openings in walls and windows should be vertically propor-tioned. Horizontally proportioned openings and windows shall be discouraged.
à Windows shall be recessed from the exterior plane of the façade and have the appearance of a punched opening in the wall surface.
à Window sills must be expressed on the façade and shall protrude beyond the plane of the façade so as to form a drip edge.
Landscape Design Guidelines
Lighting Lighting focuses on functionality, efficiency, and style.
Functionally, luminaries serve as a source of light and safety for pedes-trian and vehicular needs. They also accent and enhance buildings and landscape elements.
Image of the Sul Ross State University Eagle Pass Campus lease Building D.
An Architectural Space Program of Requirements for Sul Ross State University Facility Programming and Consulting Eagle Pass Campus - Multi-Purpose Building 1 Draft Document - March 2026 Page 2.10
Stylistically, each type of luminaire acts to transform the overall environ-ment in which it is placed. They provide an architectural accent during the day and highlight the architecture and open space elements at night.
There are two primary exterior lighting components, one for pedestrian walkways and one for vehicular use.
Pedestrian Paving The primary walkway will form the central spine through the site / completed campus.
The secondary walkways typically lead to the primary entries of buildings.
The tertiary walks are preferred pedestrian routes that connect the other walks together, connect parking, and provide additional access.
Plazas are variations on the path design and should respond to the surrounding buildings and allotted space. A hierarchy of materials that define these zones will be implemented over time.
To ensure that paving construction supports necessary loads, paving is defined as pedestrian or vehicular (as required).
Typical pedestrian paving is any path six-feet or less in width.
Typical vehicular paving includes all paths over six-feet in width.
Site Furnishings The use of standardized furnishings and amenities throughout the campus unifies the outdoor spaces and helps to establish an identity unique to the location.
Finishes à All exterior products shall have a powder coating.
Pedestrian Lights à Typical installation spaces poles at 60 feet on center Light pollution requirements may dictate space requirements.
à Lamp ballast is 100-watt metal halide (100MH) for primary walk-way areas to achieve .75 -1.5 foot-candles and 175 watt metal halide (175MH) for entrances to achieve 0.5-1.0 footcandles.
Vehicular Lights à Typical installation spaces poles at 120 feet on center. Light pollu-tion requirements may dictate space requirements.

Building Stacking Diagram The diagram below depicts one possible vertical relationship of the spaces outlined in this program document. The proposed Multi-Purpose Building 1 is envisioned as a three-story facility to be the first structure on the Sul Ross State University Eagle Pass Campus.
It is recommended the Welcome Center and Police Spaces be located on the first level of the facility for ease of way-finding. Components needing frequent and direct access to students should be located on the first floor while the campus administration, faculty, and science labs shall be on the third floor. The second floor will be a student centric space housing half of the campus’ general classrooms, computer spaces, huddle rooms for studying, and the Library. Way-finding and movement to each of the departments should be considered. General Support Spaces should be dispersed between all floors.

Adjacencies The following adjacency requirements shall be considered during the planning and design of the new Multi-Purpose Building 1. The diagrams on the following pages graphically illustrate the requirements for the new building.
The main entrance to the Multi-Purpose Building 1 will provide exterior access and shall be easily located by visitors. Provide signage as needed.
The Welcome Center and Police Spaces should be highly visible and easily accessible from the main building entry.
Locate instructional spaces off a main building corridor to allow ease of access and avoid congestion.
The shared faculty workroom should be centrally located within the building and adjacent to the faculty offices. Huddle Rooms should be dispersed among the faculty offices.
Classrooms should be located on all floors of the building and arranged in groups to promote interaction between students and faculty and to engage the entire facility.
General Support Spaces, such as student sticky spaces and the vending alcoves, shall be dispersed throughout the building.
The Learning Commons should be open and inviting with smaller study rooms located within the larger space.

Non-Assignable Spaces Several required functional spaces must be included in the building, though they are not considered “assignable” as defined by the Texas Higher Education Coordinating Board (THECB). These spaces include general circulation, mechanical spaces, restrooms, utility/telephone/network closets and housekeeping closets, as well as any other infrastructure and support spaces which may result from the building’s design.
In addition to the assignable spaces described earlier in this chapter, the following non-assignable spaces shall be provided, as required by Code.
Telecommunications Closets These closets should be designed according to institutional standards and specifications, with sufficient conditioned air on a 24-hour basis.
The Telecommunications Closet(s) are located in each building, where backbone cables transition to horizontal distribution cables. These closets may also contain certain items of network electronics equipment such as routers or switching equipment. To minimize conduit and cable lengths, the closet shall be located as close as practical to the center of the building.
Restrooms Restrooms must be provided in accordance with code requirements.
Restrooms should be easily accessible and ADA compliant. Locate rest-rooms easily accessible to building occupants and visitors.
Mechanical Rooms This space should be appropriately sized for air handlers, pumps, piping, etc. Provide chases as needed.
Electrical Closets Provide separate closet(s) for electrical panels and other necessary electri-cal equipment. Provide chases as needed.
Hallways / Corridors Provide wide corridors for ease of flow. Create opportunities for storage.

Introduction
T his chapter includes the initial technical requirements (architectural, structural, mechanical, electrical, etc.), finishes, illumination, furnishings, fixtures and equipment lists required for the proper design and construction of the individual spaces listed in the space summaries of the previous chapter. Each data sheet contains a test fit for the space. Test fits in this chapter are for illustration purposes only and should not be considered a design directive. The test fits are a diagrammatic representation of the basic room layout and requirements;
the final room layout and size will be adjusted to the building design and user preferences. The Room Data Sheets include information provided by TSUS during the programming process and directives.
