About this file

This is Addendum No. 1 to a Request for Qualifications and Proposals (RFQ/P) issued by The Texas State University System on behalf of Sul Ross State University (SRSU) for Construction Manager-at-Risk (CMR) services for the Multi-Purpose Building One project in Eagle Pass, Texas. The addendum, issued May 8, 2026, provides clarifications and responses to questions raised at the optional pre-submittal conference held April 30, 2026, at SRSU's Eagle Pass campus. The RFQ/P seeks comprehensive CMR services for a three-story, 40,000 gross square foot building with 26,216 assignable square feet on a 43-acre newly acquired campus site, including associated infrastructure such as utilities, roadways, and parking. Key deadlines include a written questions deadline of May 8, 2026, at 12:00 p.m., and proposal submission deadline of May 20, 2026, at 2:00 p.m. at Sam Houston State University's Procurement & Business Services office in Huntsville, Texas. Public proposal opening is scheduled for June 9, 2026, at 2:00 p.m. in Austin, Texas. The owner anticipates CMR selection by June 25, 2026, contract execution by July 8, 2026, and notice to proceed for pre-construction services by July 13, 2026, with construction notice to proceed scheduled for March 29, 2027.

The addendum clarifies several procurement conditions: utility tie-ins will be coordinated through the City of Eagle Pass; Sam Houston State University manages procurement for the CMR and architect-engineer only, with the selected CMR responsible for subcontractor procurement; Hill International, Inc. is engaged for project management through completion; and topographic and survey information will be provided only to the selected contractor. Local subcontractor participation is encouraged but not required. A VetHUB participation goal has not been established and will be determined during Guaranteed Maximum Price negotiation; respondents must submit a VetHUB Commitment Letter. The project has a total Construction Cost Limitation of $35,500,000, representing the owner's current target for the Guaranteed Maximum Price, with liquidated damages set at $2,000 per calendar day. Substantial completion is targeted for October 13, 2028, with final completion by November 13, 2028, and occupancy anticipated by December 15, 2028. The owner reserves the right to select up to five respondents for interviews or make a best value selection without interviews. Compliance with prevailing wage rates, workers' compensation insurance, non-discrimination provisions, and various state and federal certifications is required.

I. GENERAL:

A. The optional Pre-Submittal Conference was held on April 30, 2026, at Sul Ross State

University (“SRSU”) in Eagle Pass, Texas, with representatives of The Texas State

University System (“TSUS”) in attendance. The Pre-Submittal presentation included selected images from the Campus Master Plan for the site that is being developed for submittal to the Board of Regents, at their May 2026 Board meeting. The attendance sign-in sheets are included as part of this Addendum along with the questions and answers presented at the meeting, in response to this solicitation:

1. Question: Are the existing utilities county or city owned?

Answer: Utility tie-ins will be coordinated through the City of Eagle Pass.

2. Question: Can you confirm whether qualification packets should be submitted to the Huntsville location?

Answer: Yes. Sam Houston State University is managing procurement for this project. Please refer to the RFQ for the specific delivery address.

3. Question: Has a VetHUB participation percentage been identified?

Answer: A VetHUB participation goal has not been established. A VetHUB goal will be determined at the time the Guaranteed Maximum Price proposal is negotiated. The RFQ/P response requires a VetHUB Commitment Letter and instructions for the preparation of the letter are included in the RFQ/P document.

4. Question: Does SHSU manage procurement for only the CMR and A/E, or for the entire project?

Answer: SHSU’s Procurement Department will only manage the procurement of A/E and CMR vendors. Procurement of construction subcontractors will be managed by the CMR.

5. Question: Is Hill providing project management services through construction?

Answer: Yes. Hill International, Inc. has been engaged to manage the project from initiation through project completion and closeout.

6. Question: Has a milestone schedule been established?

Answer: A milestone schedule is included in the RFQ. This schedule will be further refined and detailed once the A/E and CMR are selected.

7. Question: Is local subcontractor participation required?

Answer: Local subcontractor participation is encouraged but not required.

8. Question: Will the topographic and survey information be made publicly available?

Answer: These reports will be provided to the selected contractor and will not be made available during the solicitation process.
