About this opportunity
Texas Tech University Health Sciences Center (TTUHSC), a component of the Texas Tech University System, is issuing Request for Proposals (RFP 739-SL3799217) to procure software development and maintenance services for a universal instance of Slate student information software. The primary objective is to consolidate five existing disparate Slate environments from the School of Medicine and new micro-credential/non-degree programs into a single, integrated system to ensure data integrity and consistent marketing across the institution. Proposals must be submitted by May 26, 2026, at 4:30 PM Central Time through the TechBid system or by mail to the TTUHSC Purchasing Office in Lubbock, Texas. The anticipated contract term begins upon execution and expires August 31, 2027, with two optional one-year renewal periods extending through August 31, 2029. Proposers must submit detailed pricing schedules broken out by project phase and year, demonstrate relevant experience and reputation, and provide comprehensive responses to technical specifications; failure to address all technical specifications will result in disqualification. Evaluation will be conducted between May 26 and August 31, 2026, with selected proposers potentially invited to participate in oral presentations. The proposal evaluation will be weighted as follows: Proposer's Pricing Proposal (50%), Proposer's Experience and Reputation (10%), and Proposer's Software/Service Specifications (40%), with contract award based on best value considering purchase price, reputation, quality, compliance with historically underutilized business requirements, and total long-term cost.
A VetHUB Subcontracting Plan is required as part of all proposals, with subcontracting opportunities identified as probable under this RFP, indicating that historically underutilized businesses and disadvantaged enterprises may be involved in the project. Proposers must meet minimum requirements including current status with the Texas Comptroller, appropriate certifications and licenses, compliance with TX-RAMP if required, and certifications regarding foreign ownership and control. The RFP is authorized under Texas Education Code group purchasing provisions, allowing other institutions of higher education to elect to enter into contracts with the successful proposer, which may expand the contract's scope and value. No incumbent vendor or budget range has been specified in the available documentation. Payment terms are Net 30 days, and proposers should be prepared to integrate with existing Slate environments while consolidating them into the new universal instance.
