About this opportunity
The University of Texas System Office of Collaborative Business Services is soliciting applications for Group Purchasing Organization accreditation under its GPO Accreditation Program, with applications due August 3, 2026 at 3:00 p.m. Central time. All GPOs, including Texas state agencies performing GPO functions, must obtain and maintain accreditation or face exclusion from UT System procurement activities.
Applicants must complete a GPO Applicant Survey and GPO Applicant Consent Form. The survey evaluates organizational profile, contract portfolio breadth, sourcing processes, compliance and contract-management procedures, and operational transparency. Accreditation requires demonstrating minimum procurement standards: establishing a value-added portfolio with use by more than one UT System institution and aggregate annual spend of at least $4 million, or qualitatively meeting unique institutional needs such as providing niche products or supporting historically underutilized business requirements. Accredited entities must maintain open bid policies, implement competitive procurement processes, use Best Value evaluation criteria, establish contract-management programs, comply with federal procurement requirements, and demonstrate transparent procurement practices.
The accreditation cycle opens in June with nomination by UT System Chief Procurement Officers. UT System Audit Office assessment concludes by mid-September, followed by Accreditation Committee review and recommendations to the Executive Vice Chancellor for Business Affairs, who issues final determinations in October. Accreditation is valid through August 31, 2036. Previously accredited GPOs must resubmit applications during the 2026 cycle; newly accredited entities receive formal review in the year following accreditation, with biennially periodic reviews thereafter. Accredited entities must report material changes within 30 days and must allow UT System audits of records and processes at UT System's expense. Failure to maintain standards triggers 30 days' notice to cure before revocation. Michael Balhoff of OCBS is the primary point of contact; all inquiries must be submitted in writing to mbalhoff@utsystem.edu. Written explanations and attachments in applications are limited to three pages.
