About this file

This is a program overview document from the University of Texas (UT) System regarding the Group Purchasing Organization (GPO) Accreditation Program. The program was initially approved by the UT System Board of Regents in February 2016 and extended in November 2025. The accreditation program establishes minimum procurement standards for GPOs that the UT System and its institutions may utilize for contracted services. All GPOs, including those representing Texas state agencies performing GPO functions, must obtain and maintain accreditation through this program or face exclusion from UT System procurement activities. The UT System Office of Collaborative Business Services (OCBS) manages the program and serves as the administrative entity responsible for overseeing the accreditation process, application reviews, and record audits.

New candidates seeking GPO accreditation must complete and submit both a GPO Accreditation Program Survey and a GPO Accreditation Program Consent Form as part of their application. The Operating Procedures document provided to applicants details the specific accreditation process requirements and associated timelines. UT System reserves the right to audit all records and processes referenced throughout the accreditation evaluation. Michael Balhoff of OCBS serves as the primary point of contact for applicant questions, with all inquiries required to be submitted in writing to mbalhoff@utsystem.edu. GPOs that fail to secure or maintain accreditation status, or that decline to participate in the accreditation process, are prohibited from providing GPO services to UT System institutions.

Overview of 2026 GPO Accreditation Program

Background In February 2016, the UT System Board of Regents approved a Group Purchasing Organization (GPO) Accreditation Program and delegated to the Executive Vice Chancellor for Business Affairs (EVCBA) the authority to execute the Program. The Program was extended by the Board of Regents in November 2025. The purpose of the Program is to ensure that UT System institutions utilize contracts offered by GPOs, including Texas state agencies performing GPO functions, only if the GPOs use sourcing processes accredited by UT System as meeting minimum procurement standards established by the State of Texas and the UT System Board of Regents. GPOs that fail to secure or maintain accreditation, or that decline to participate in the accreditation process, cannot be used by UT System or its institutions for GPO services.

Operating Procedures The Operating Procedures provided to accreditation applicants describe the accreditation process in detail and associated timing. All new, interested candidates for accreditation must complete and submit with their application the GPO Accreditation Program Survey and GPO Accreditation Program Consent Form. UT System will have the right to audit the records and processes referenced in the accreditation process.

The UT System Office of Collaborative Business Services (OCBS), formerly the UT System Office of Shared Services (UTSS), will manage the Program. Michael Balhoff of OCBS will be the primary point of contact for questions from candidates during the application process. All questions regarding the Program, whenever they arise, will be restricted to written communications submitted to Michael at mbalhoff@utsystem.edu.
