About this file
This is a 2026 Applicant Survey for Group Purchasing Organization (GPO) contracts administered by the University of Texas System (UT System). The survey serves as an application for organizations seeking to become accredited suppliers of GPO contracts to UT System and its institutions. Applicants must submit completed surveys by August 3, 2026, at 3:00 pm Central time to mbalhoff@utsystem.edu, with all responses and accompanying materials scanned and emailed. Written explanations and attachments are limited to three pages. The survey evaluates applicants' organizational profile, contract portfolio breadth, sourcing processes, compliance and contract management procedures, and operational transparency to determine accreditation eligibility.
The survey collects comprehensive information on applicant organizations, including basic organizational details, financial stability, litigation history, and management structure. Applicants must detail their contract portfolio size, spend volume, and commodity categories offered, along with the percentage of contracts competitively bid by the GPO, by member entities, by others, or awarded through negotiated arrangements. The survey requires detailed responses regarding sourcing procedures, including public advertisement practices, supplier pre-screening methods, best-value evaluation criteria, and minority business engagement procedures. Additionally, applicants must demonstrate compliance management capabilities, including supplier performance monitoring, price alignment procedures, conflict-of-interest policies, federal requirement validation, and supplier suspension/disbarment procedures. The survey also assesses operational governance through questions regarding regular procedure reviews, external audits, ethics policies for employees and suppliers, and personnel certifications in sourcing and contract management.
