About this opportunity

The Texas General Land Office (GLO) has issued Request for Proposals (RFP) No. 7054-MK for wooden bridge removal services, with proposals due on April 2, 2026, at 2:00 p.m. Central Daylight Time. This solicitation seeks qualified contractors to remove and properly dispose of a deteriorated wooden bridge located in Palacios, Texas, near the Tres Palacios River, that has become a safety hazard. The bridge, originally constructed in the 1940s, consists of two sections with dimensions of approximately 20 feet wide by 40 feet long on the west side and 15 feet wide by 130 feet long on the east side; contractors must remove the bridge in its entirety, including all associated debris from the water body, below the mud line, or shoreline as necessary, and must identify approved disposal facilities for materials containing creosote and treated lumber. Contractors must comply with all applicable federal, state, and local laws, including OSHA safety standards, environmental protection requirements (TCEQ and USACE Section 404 compliance), and coastal zone management regulations. Respondents are expected to achieve substantial completion within 180 calendar days following receipt of a Notice to Proceed, with the contract terminating on December 31, 2026, though alternate completion timelines are negotiable. Minimum qualifications include at least five years in business, demonstrated experience meeting completion schedules, and relevant bridge removal experience within the last five years. The GLO will evaluate proposals based on Cost (40%), Demonstrated Relevant Experience and Past Performance (25%), Proposed Personnel, Methodology, and Schedule (25%), Safety Record (5%), and Overall Responsiveness (5%). Required insurance includes Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Workers Compensation at statutory limits, Commercial Automobile Liability ($1,000,000 combined single limit), Longshore and Harbor Workers' Insurance at statutory limits, and Marine Contractor's Liability ($500,000 per occurrence).

All respondents, including both Veteran-Owned Historically Underutilized Business (VetHUB) and non-VetHUB firms, must submit a completed State of Texas VetHUB Subcontracting Plan (Exhibit C) as a mandatory requirement, with a goal of utilizing 1.0% of the total contract value for VetHUB participation; any proposal that does not include this completed form will be deemed non-responsive and rejected without further evaluation. The contract is structured as a lump sum arrangement with performance and payment bonds not required; contractors are responsible for all labor, materials, tools, supplies, transportation, equipment, insurance, bonds, personnel, disposal costs, permits, licenses, and all other expenses necessary to complete the project. No site visit or pre-bid walkthrough will be conducted by the GLO, and contractors must independently visit the worksite to evaluate all requirements; access to the site is available from the west side via Carl Park, which includes a public boat ramp and requires a boat for thorough examination, while contractors will have access to an established roadway from the east side following contract award for equipment and material staging. The estimated timeline includes contractor selection and notice of intent to award scheduled for April 24, 2026, with contract award and execution by May 22, 2026. The GLO will consider past performance ratings through the Vendor Performance Tracking System and reserves the right to reject any or all responses or conduct best and final offer discussions with competitive respondents. For questions and assistance, respondents should contact Mike Klepfer at Mike.Klepfer@GLO.Texas.Gov, Tamara Perkins at Tamara.Perkins@GLO.Texas.Gov or 512.463.5908, or Vonda White at Vonda.White@GLO.Texas.Gov or 512.947.6441.
