About this opportunity
The Texas Department of Motor Vehicles (TxDMV) issued Request for Proposals No. 608-26-97100-CRE on May 12, 2026, seeking qualified commercial real estate brokerage firms to provide broker representation services on an as-needed basis for leasing and acquiring commercial real estate statewide to support Regional Service Centers across 18 geographic service areas spanning Texas. Solicitation responses are due by June 10, 2026, at 3:00 P.M. Central Time, with a pre-proposal conference scheduled for May 21, 2026, at 3:00 P.M. Central Time (optional attendance) and an anticipated notice of award on June 22, 2026. The scope of services includes needs assessment, market surveys, negotiation support, status reporting, lease term review and editing support, identification of a minimum of three viable property options, summary reporting, and recommendations for negotiation strategy, with all services delivered through Texas-licensed brokers and agents possessing a minimum of five years' commercial real estate experience. Respondents must possess five years of commercial real estate brokerage experience within the past seven years and maintain at least one Texas-licensed real estate broker in good standing with the Texas Real Estate Commission. Compensation consists solely of broker commission fees for fully executed and closed lease or purchase transactions calculated using tiered rates based on transaction value, with no fees owed for unsuccessful transactions and all payments derived from property owners or lessors rather than direct TxDMV reimbursement. Evaluation will employ a best value standard with weighted criteria of 30 percent for respondent pricing, 30 percent for past performance and qualifications, and 40 percent for approach to providing services, with the contract to commence July 6, 2026, and extend through August 31, 2027, subject to TxDMV's discretionary extension or renewal for additional periods not exceeding five years total.
The solicitation does not identify specific set-aside designations or incumbent vendors in the provided documentation; however, respondents may claim applicable state preferences including Texas bidder status, service-disabled veteran-owned business designation, and preferences for agricultural products, environmentally sensitive materials, or energy-efficient products upon submission of sufficient qualifying documentation. All respondents must comply with mandatory affirmations including E-Verify employment verification, cybersecurity training obligations, artificial intelligence disclosure requirements, prohibition on discrimination and boycotts, compliance with antitrust laws, and maintenance of firm pricing for a minimum of 120 days from the proposal due date. The contract incorporates TxDMV's standard uniform terms and conditions, which include comprehensive provisions governing payment terms under the Texas Prompt Payment Act, confidentiality and security requirements, intellectual property ownership vesting with TxDMV, insurance coverage requirements as specified in Exhibit E, audit and compliance obligations, and dispute resolution procedures governed by Texas law with venue in Travis County. TxDMV makes no guarantee of volume, usage, or total compensation and reserves the right to cancel, make partial awards, or decline to award contracts at its sole discretion, with the not-to-exceed amount and commission rates subject to potential amendment at TxDMV's sole discretion or by mutual agreement. Specific commission rates applicable to lease and purchase transactions across seven valuation brackets ranging from $0 to exceeding $10,000,001 must be submitted in the required Cost Proposal Workbook (Exhibit C) in its original Excel format, with non-compliance resulting in disqualification.
