About this opportunity
The Texas Department of Transportation (TxDOT) issued Invitation for Bid (IFB) No. 601330000045858 for Hot Mix-Cold Laid asphaltic concrete pavement services to support the Bryan District. The procurement seeks the supply of asphaltic concrete pavement, hot mix-cold laid material in accordance with Item 334 of TxDOT Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges, with a required quantity of 380 tons for pickup at the vendor's location within 50 driving miles of 2102 Tabor Road, Bryan, Texas 77803. This is a blanket purchase order contract with no guaranteed minimum quantities, under which TxDOT will issue blanket purchase order releases based on operational requirements up to the aggregate contract amount. Bidders must submit pricing on a firm and fixed unit price basis through the Euna Procurement system on an F.O.B. destination basis with freight prepaid and included in unit prices, excluding all state and local sales tax and federal excise tax. The solicitation opened February 13, 2026, with a deadline for submission of questions on February 19, 2026, TxDOT's response to questions posted by February 24, 2026, and the solicitation closing on February 27, 2026, at 3:00 PM Central Time, with a tentative contract award date of March 2, 2026. Award will be made based on lowest price and the respondent's ability to meet specified requirements in accordance with TxDOT Terms and Conditions, and a post-award meeting may be required within 10 business days of award.
This solicitation contains no HUB Subcontracting Plan requirement unless the respondent intends to use subcontractors, and no set-aside designations are specified for disadvantaged enterprises, though respondents may claim preferences for Texas-produced supplies, agricultural products, service-disabled veteran-owned businesses, and environmentally sensitive materials in accordance with Texas Administrative Code Rule 34TAC 20.306. Respondents must be registered on the Texas Comptroller of Public Accounts Centralized Master Bidders List and must provide appropriate National Institute of Governmental Purchasing codes. All bidders must submit an executed Execution of Bid form, Texas Family Code Schedule certifying eligibility under child support obligations provisions, and acknowledgement of any addenda; failure to submit these documents will result in the response being deemed non-responsive. Respondents must certify they are not suspended or debarred from federal or state contracting, are not listed on terrorism watch lists, and have not violated anti-trust laws or unlawfully communicated bid contents to competitors. Insurance requirements, performance bonds, and security requirements are not applicable to this solicitation. The document does not specify an overall contract award value or budget range; rather, it represents an indefinite-quantity contract where TxDOT reserves the right to obtain products from other sources during the contract term.
