About this opportunity
The Texas Department of Insurance (TDI) is issuing an Invitation for Bid (IFB No. 45400-26-34380-NS) for comprehensive moving and relocation services to support the Texas State Fire Marshal's Office (SFMO) relocation project from North Austin to downtown Austin. The procurement encompasses disassembly, relocation, and reassembly of 18 metal shelving units with 108 cross bars; relocation of 200-300 plastic storage totes, four light-duty storage racks, one freestanding desk and chair, one small bookcase, and numerous additional items including rolling carts, ladders, bins, monitors, and 22 shrink-wrapped pallets of evidence materials. The origin location is 7915 Cameron Rd., Austin, Texas 78754, and the destination is PKW Parking Garage, 1801 Congress Ave, Austin, Texas 78701. Vendors must provide all equipment, transportation, moving boxes or crates, and required labels; perform services on weekdays between 7:00 a.m. and 7:00 p.m.; and return all moving supplies within ten calendar days of completion. Walkthroughs of both locations are required and must be scheduled through Tomas Arroyo at Tomas.Arroyo@tdi.texas.gov. Bids must be submitted to Nikki Smith at purchasing@tdi.texas.gov by March 25, 2026 at 3:00 PM Central Time, with vendor pricing remaining valid for a minimum of 30 days following submission. An addendum issued on March 10, 2026 modified the original scope to include the 22 pallets of evidence materials with multiple trips required, and a State Fire Marshal's Office representative will accompany trucks carrying evidence to ensure proper handling and maintain content integrity.
Vendors must be certified that neither they nor their holding companies or subsidiaries are listed in Section 889 or 1260H of the National Defense Authorization Acts or owned or controlled by any entity on the U.S. Department of Commerce's foreign adversaries list. Secured badge access is required for both the building and parking garage, and all vendors will be escorted at all times by TDI staff. The actual move dates will be determined in early Spring 2026 based on vendor availability and construction project completion schedules. No incumbent vendors or set-aside designations for disadvantaged enterprises are identified in the procurement documents. Award of this IFB will result in a TDI Purchase Order structured as a lump sum award for all moving and relocating services, with specific term and renewal options to be determined upon contract execution. No specific budget range or award value is provided in the available documents.
