About this opportunity
The Texas Department of Public Safety (DPS) issued an Invitation for Bids solicitation for comprehensive Metasys Building Automation System (BAS) maintenance and technical support services at two facilities: the Austin Headquarters Crime Lab and the Midland District Office. The five-year contract, effective September 1, 2026, through August 31, 2031, requires bidders to provide quarterly system software testing and inspection, scheduled maintenance services comprising a minimum of 96 hours annually at no additional charge, emergency after-hours support with two-hour response times, component repair and replacement services up to $7,500 annually, and 24/7 telephone technical support. The contractor must maintain at least two fully certified factory-trained Metasys technicians, provide three days of operator training for up to six personnel at no additional charge, and guarantee all work against defects for one year following completion. Required qualifications include evidence of financial resources and capability, submission of W-9 and AP-152 forms, certificates of business authorization from the Texas Secretary of State and Comptroller of Public Accounts, criminal background checks for all project personnel, and completion of DPS cybersecurity training with strict adherence to security protocols using only DPS-supplied devices. Bidders must submit pricing on a mandatory schedule with separate line items for each contract year covering quarterly maintenance, scheduled service hours exceeding 96 hours annually, after-hours and weekend labor, Sunday and holiday labor, trip fees, and parts and materials discounts. Bid responses must be submitted electronically by 5:00 PM Central Time on May 29, 2026, to DPS_Solicit_Response@dps.texas.gov or via the DPS Online Bid Room, with anticipated contract award on June 12, 2026. The DPS evaluation methodology applies best value standards and reserves the right to reject any or all bids, waive minor irregularities, award to multiple contractors, or cancel the solicitation.
This procurement is subject to Texas HUB (Historically Underutilized Businesses) subcontracting requirements with a goal of 21.1% for commodities contracts, and all bidders must submit a compliant HUB Subcontracting Plan identifying subcontracting intentions and demonstrating good faith efforts in utilizing certified HUBs. Possible subcontracting opportunities include energy control systems, building maintenance and repair services, HVAC balancing, electrical work, and heating and ventilating services, with bidders required to provide written notice of opportunities to at least three Texas certified HUBs and two or more trade organizations or development centers serving disabled veterans at least seven working days prior to bid submission. No incumbent vendor or current contractor information is specified in the solicitation documents. The contract requires integration with existing Metasys BAS infrastructure at both DPS facilities and compliance with DPS IT Standards and Cybersecurity Contract requirements as detailed in the procurement exhibits. While no specific award value or budget range is published, the contract is subject to the availability of DPS funding sources, and DPS guarantees no minimum compensation, processing invoices only after the Contract Monitor provides written acceptance of services. Prospective bidders should note that technical difficulties or issues with the DPS Online Bid Room submission system do not constitute grounds for protesting a contract award.
