About this opportunity

The Texas State Library and Archives Commission (TSLAC) is soliciting bids for secure document destruction services under IFB 306-26-0450, with bids due June 22, 2026 at 2:00 p.m. CT. A Veteran Heroes United in Business (VetHUB) Subcontracting Plan is required as a pass/fail element, though subcontracting opportunities are determined not to be probable under this contract.

The scope covers scheduled or on-demand collection of materials in standard one-cubic-foot boxes from TSLAC's State Records Center–Shoal Creek Boulevard in Austin, Texas; cross-cut shredding meeting ISO/IEC 21964 level P-4 standards (strips no larger than 6 mm × 25 mm); destruction of paper, microforms, optical media, and other physical storage devices; and provision of secure, locked, tamper-resistant collection containers. The contractor must deliver off-site shredding with chain-of-custody documentation and certification of destruction within 72 hours of collection, place bins within five business days of contract execution, and submit signed transfer manifests with each collection and quarterly compliance reports.

The contractor must demonstrate a minimum of eight years of experience in secure destruction services and possess necessary personnel, skills, facilities, and equipment. Preferred qualifications include ten continuous years of continuous experience and expertise in secure chain-of-custody logistics, commercial shredding, media destruction, regulatory compliance, and certified destruction. No subcontracting is permitted; the awardee must perform all services using its own permanent, full-time employees, equipment, and facilities and comply with fingerprint-based criminal history checks for staff handling records.

The initial contract term runs through August 31, 2026, with options to renew for three additional one-year periods at the same terms and conditions, or extend up to twelve months if necessary before a new contract award. Payment is due upon delivery of the Certificate of Destruction. Vendor questions are due June 11, 2026 at 5:00 p.m. CT, with answers posted by June 15, 2026. The expected award date is June 30, 2026.
