About this file
This is a Memorandum of Cancellation issued by the Texas State Library and Archives Commission (TSLAC) regarding ESBD Solicitation No. 306-26-0450 for Secure Destruction Services. The solicitation, which was scheduled to close on June 22, 2026 at 2:00 p.m. CT, has been formally canceled effective immediately. TSLAC determined it was in the best interest of the State to cancel the posting prior to the solicitation closing. The scope of work included scheduled or on-demand collection of materials in standard one-cubic-foot boxes from TSLAC's State Records Center on Shoal Creek Boulevard in Austin, Texas; cross-cut shredding meeting ISO/IEC 21964 level P-4 standards with strips no larger than 6 mm × 25 mm; destruction of paper, microforms, optical media, and other physical storage devices; and provision of secure, locked, tamper-resistant collection containers. The contractor was required to deliver off-site shredding with chain-of-custody documentation and certification of destruction within 72 hours of collection, place bins within five business days of contract execution, and submit signed transfer manifests with each collection and quarterly compliance reports. The initial contract term was set through August 31, 2026, with options to renew for three additional one-year periods or extend up to twelve months if necessary.
In accordance with the Texas Procurement and Contract Management Guide, TSLAC will satisfy the requirements for secure destruction services by awarding a Texas Multiple Award Schedule (TXMAS) contract instead. The formal award will be executed separately upon final verification of terms. Contractor qualifications required a minimum of eight years of experience in secure destruction services and possession of necessary personnel, skills, facilities, and equipment. No subcontracting was permitted; the awardee was required to perform all services using its own permanent, full-time employees, equipment, and facilities and comply with fingerprint-based criminal history checks for staff handling records. Payment was due upon delivery of the Certificate of Destruction. The cancellation was issued on June 25, 2026, by Classie Thigpenn, Purchaser V at TSLAC.
