About this file

This is an Addendum document for secure destruction services solicited by the Texas State Library and Archives Commission (TSLAC) under Invitation for Bid (IFB) 306-26-0450. The solicitation seeks a contractor to provide scheduled and on-demand collection and destruction of documents and media from TSLAC's State Records Center on Shoal Creek Boulevard in Austin, Texas. Services include cross-cut shredding to ISO/IEC 21964 level P-4 standards (strips no larger than 6 mm × 25 mm), destruction of paper, microforms, optical media, and physical storage devices, and provision of secure, locked, tamper-resistant collection containers. Materials are collected in standard one-cubic-foot boxes, with the contractor required to deliver off-site shredding and provide chain-of-custody documentation and certification of destruction within 72 hours of collection. Collection bins must be placed within five business days of contract execution. The bidder questions deadline is June 11, 2026 at 5:00 p.m. CT, with answers posted by June 15, 2026. Bids are due June 22, 2026 at 2:00 p.m. CT, with an expected award date of June 30, 2026. The initial contract term runs through August 31, 2026, with three optional one-year renewal periods or an extension of up to twelve months if necessary before a new contract award.

The contractor must demonstrate a minimum of eight years of experience in secure destruction services, with preferred qualifications of ten continuous years of experience and expertise in secure chain-of-custody logistics, commercial shredding, media destruction, regulatory compliance, and certified destruction. No subcontracting is permitted; the awardee must perform all services using its own permanent, full-time employees, equipment, and facilities and comply with fingerprint-based criminal history checks for staff handling records. A Veteran Heroes United in Business (VetHUB) Subcontracting Plan is required as a pass/fail element, though subcontracting opportunities are determined not to be probable under this contract. Payment is due upon delivery of the Certificate of Destruction. Quarterly compliance reports and signed transfer manifests must be submitted with each collection.

REVISED RESPONSE DEADLINE 26 JUNE 2026 5:00 PM CT

Except as provided herein, all terms and conditions of the solicitation document remain unchanged and in full force and effect. The following are the specifications of the solicitation. This Addendum may be attached to and form a part of the referenced solicitation document and any resulting awarded contract and may be considered in your Response.

Question #1:
In addition, we have one more question we would like to submit:

Per Section II - Statement of Work, Item 1.1 “Most services will be for paper records in one cubic foot standard-sized boxes; paper documents must meet the ISO/IEC 219464 level P-4 shred standard of strips no larger than 6 mm (.24 in) x 25mm (.98 in)”. Can TSLAC confirm that this destruction requirement can be completed using a multi-step destruction process that uses NAID-certified shredding standards using dual-cut shred, pierce and tear, pulverization, and continuous shred to permanently render all materials unrecoverable. Following destruction, all materials are commingled and pulped to provide additional protection.

Answer:
TSLAC requires that all destruction services strictly adhere to the specifications outlined in Section II (Statement of Work), including the ISO/IEC 21464 level P-4 shred standard. Any multi-step destruction process utilized by the Respondent must meet or exceed these defined parameters to ensure materials are permanently rendered unrecoverable.

Respondents are to acknowledge receipt of this addendum by signing this document. The signed document must be included with your Response.
