About this opportunity
The Texas Comptroller of Public Accounts Statewide Procurement Division is issuing Invitation for Bid (IFB) No. 304T-26-601-5045 on behalf of the Texas Department of Transportation (TxDOT) for the procurement of self-propelled hydraulic 15-ton cranes. TxDOT seeks to purchase one initial unit with the option to procure up to two additional units at the same unit price through August 31, 2026, upon mutual agreement. The crane must be a new, latest-model, self-propelled hydraulic deck-type crane with a 30,000-pound rated capacity at a 6-foot radius and 70-degree boom angle, meeting all OSHA 1910.80 and ANSI B30.5 standards; acceptable manufacturers include Grove GCD-15 and Broderson IC-200-3J or CPA-approved equivalents. The equipment must feature specific dimensional constraints (maximum length of 15 feet 8 inches, width of 8 feet 2 inches, height of 8 feet 9 inches), a four-stage minimum boom with minimum 49-foot horizontal reach and 57-foot vertical reach, a Tier 4 Final compliant liquid-cooled diesel engine with minimum 100 SAE net horsepower, full hydraulic system with minimum 29 gallons per minute capacity at 2,000 psi, enclosed operator cab with heating and air conditioning, comprehensive safety systems including anti-two-block and overload warning systems, three-mode steering, four-wheel hydraulic brakes, and a 17,000-pound capacity carry deck. Delivery is required to TxDOT Fleet Operations Division in Sugarland, Texas, with equipment subject to a maximum five-day acceptance inspection and a minimum 12-month or 1,200-hour warranty with 100 percent parts and labor coverage. The pre-bid conference is scheduled for January 20, 2026, via Microsoft Teams, with a questions submission deadline of January 21, 2026, and responses to questions due by January 23, 2026. Sealed bid responses are due February 5, 2026, at 1:30 p.m. Central Time in Austin, Texas. Evaluation criteria include responsiveness, risk of non-performance based on vendor performance tracking, and best value to the state, considering compliance with specifications, purchase price, delivery timeframe, and vendor performance history. Pricing must remain firm for 120 days after the response due date and through receipt of the commodity, with all unit prices including delivery on an FOB Destination basis covering shipping, handling, delivery fees, and fuel surcharges.
Respondents are not subject to specific set-aside designations for disadvantaged enterprises, though the solicitation permits state preferences for Texas-based businesses, service-disabled veteran-owned enterprises, recycled materials, energy-efficient products, and economically disadvantaged areas. All respondents must meet minimum insurance requirements including $1,000,000 each occurrence and $2,000,000 aggregate for commercial general liability, workers' compensation at statutory limits, and $1,000,000 umbrella or excess liability coverage, with policies issued by companies rated A- or better by AM Best. Respondents must submit proof of insurance within five business days of award and complete all required certifications and attachments, including the Execution of Response, Respondent Information, Preferences documentation, Insurance Statement of Intent, and warranty service provider information. No incumbent contractor or existing infrastructure integration requirements are specified in the solicitation documents. No specific award values or budget ranges have been published; however, pricing must be submitted in U.S. dollars only, and respondents must specify delivery timeframes in calendar days after receipt of order on a mandatory price sheet. Electronic submission of responses is preferred to SPD.ebids@cpa.texas.gov, with hard copy submissions accepted at the CPA Mailroom in Austin.
