This is a specification document for a self-propelled, hydraulic 15-ton crane issued by the Texas Department of Transportation (TxDOT) under Invitation for Bid (IFB) #304T-26-601-5045, effective January 2026. The specification details requirements for a single deck-type, self-propelled hydraulic crane with a 30,000-pound rated capacity at a 6-foot radius and 70-degree boom angle. The crane must be new, latest model equipment in current production, completely assembled and adjusted upon delivery, and meet all applicable OSHA 1910.80 and ANSI B30.5 standards. Acceptable examples include Grove GCD-15 and Broderson IC200 models or CPA-approved equivalents. The specification establishes precise dimensional constraints, including a maximum overall chassis length of 15 feet 8 inches, width of 8 feet 2 inches, and height of 8 feet 9 inches, along with detailed boom requirements including a minimum horizontal reach of 49 feet, vertical reach of 57 feet, and four-stage minimum boom construction with hydraulic-powered extension and retraction capabilities.
The crane must be equipped with a liquid-cooled diesel engine meeting Tier 4 Final emission standards with a minimum 100 SAE net horsepower, automatic or powershift transmission with all-wheel drive, full hydraulic system with minimum 29 gallons per minute capacity at 2,000 psi, and comprehensive safety equipment including anti-two-block and overload warning systems compliant with SAE J1350 and J159 respectively. Additional requirements include an enclosed operator cab with heating, air conditioning, full instrumentation with electronic monitoring capability, four-wheel hydraulic brakes, and three-mode steering (front two-wheel, four-wheel coordinated, and four-wheel crab steer). The unit must include a 17,000-pound capacity carry deck with minimum 60 square feet of carrying space, hydraulic outriggers at all four corners, pintle hooks rated for 6,000-pound tongue weight and 30,000-pound trailer weight, and comprehensive safety equipment including LED work lights, strobe warning lights, and backup motion alarm systems. Equipment is subject to acceptance inspection upon receipt with a maximum five-day inspection period, and accepted equipment is warranted for not less than 12 months or 1,200 hours of use, whichever is longer, with 100 percent parts and labor coverage. A complete set of replacement filter elements must be provided at delivery, along with electronic format manuals containing illustrated parts lists and operating and service instructions.
