About this opportunity
Workforce Solutions, the workforce development organization serving Hidalgo, Starr, and Willacy counties in Texas, is requesting quotes for comprehensive compensation analysis services under RFQ #26-RFQ-01-005, with responses due June 23, 2026 at 4:00 p.m. CST. The project is 100% federally funded by the Texas Workforce Commission with a budget of $10,000.
The scope encompasses discovery and documentation review of organizational structure and pay practices; job classification and leveling for approximately 33 positions; external market benchmarking against comparable nonprofit and workforce development organizations; internal equity and pay-equity analysis across protected classes; salary structure and pay-bands design; cost modeling with implementation options; and compensation philosophy and administration guidance development. Deliverables include a written final report due by August 28, 2026, position-by-position benchmarking workbook, recommended salary structure with grade assignments, cost model with implementation scenarios, compensation philosophy document, and executive presentations. On-site activities required include a project kickoff meeting and final presentation to the CEO and Board.
The contract period runs July 20, 2026 through July 19, 2027. Vendors may propose either a flat consulting fee (with clarification on whether travel and lodging are included) or an hourly rate with separate travel and lodging cost estimates. Compensation is paid within 30 days after invoice receipt and service completion.
Evaluation allocates 40 points to Response to Scope of Work, 40 points to Demonstrated Performance, 10 points to Qualifications, and 10 points to Cost. Workforce Solutions encourages participation from Service-Disabled Veteran-Owned Businesses certified through the VetHUB program, though VetHUB certification will not be a scored criterion. Respondents must submit certifications addressing debarment, conflict of interest, drug-free workplace, lobbying, Texas corporate franchise tax compliance, state assessment compliance, and equal opportunity and nondiscrimination policies. Addendum 1 was posted June 9, 2026.
