About this file
This is a Questions and Answers document for Request for Quotes (RFQ) #26-RFQ-01-005 issued by Workforce Solutions, the workforce development organization serving Hidalgo, Starr, and Willacy counties in Texas. The RFQ seeks comprehensive compensation analysis services covering approximately 33 positions representing 26 unique job titles within the organization. The scope of work includes organizational structure documentation, job classification and leveling, external market benchmarking against comparable nonprofit and workforce development organizations, internal equity analysis, salary structure design, cost modeling, and development of compensation philosophy guidance. Deliverables include a final written report due August 28, 2026, a position-by-position benchmarking workbook, recommended salary structure with grade assignments, cost model with implementation scenarios, compensation philosophy document, and executive presentations. The contract period begins July 20, 2026 and extends through July 19, 2027, with a project kickoff meeting and final presentation required. Both the kickoff meeting and final presentation may be conducted virtually at the respondent's discretion.
The maximum project budget is $10,000, which is 100% federally funded by the Texas Workforce Commission, with proposals exceeding this amount automatically deemed non-responsive. Respondents must include all anticipated costs within the proposed budget, including any third-party compensation data, survey access, software platforms, and travel-related expenses if applicable. Workforce Solutions does not require a specific compensation data source or methodology and does not provide an existing list of comparable labor market agencies, requiring respondents to identify appropriate peer organizations and data sources. Job descriptions are expected to be updated as part of the analysis. Respondents may propose either a flat consulting fee or an hourly rate structure, with compensation paid within 30 days after invoice receipt and service completion. Evaluation criteria allocate 40 points to Response to Scope of Work, 40 points to Demonstrated Performance, 10 points to Qualifications, and 10 points to Cost.
