About this opportunity

Burnet County, Texas is issuing a Request for Proposals (RFP) to solicit sealed proposals from qualified insurance carriers, third-party administrators, employee benefits consultants, and brokers to provide comprehensive health insurance coverage for county employees and eligible dependents. The procurement encompasses medical insurance options (fully insured and/or self-funded PPO and HDHP plans with prescription drug coverage, preventative care, telehealth services, wellness programs, and disease management), dental insurance (preventive, basic, major services, and orthodontics), vision insurance (exams, lenses/frames, contact lens allowances), and administrative services (enrollment support, COBRA administration, ACA compliance support, HIPAA compliance, claims reporting, and employee education). Minimum qualifications require proposers to be licensed to do business in Texas, maintain all required state and federal licenses, have a minimum of five years of experience with Texas governmental entities, provide at least three county government references, and maintain specified insurance coverage including General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability/Errors & Omissions ($2,000,000 per claim), Cyber Liability ($1,000,000 minimum), and Workers Compensation at statutory limits. The deadline for questions is May 29, 2026 at 12:00 PM CST, and proposals are due June 10, 2026 at 10:00 AM CST. Submissions may be made electronically to bids@burnetcountytexas.org or delivered in person to 133 E. Jackson, Burnet, TX 78611. Proposals will be evaluated based on cost/premium structure (35% weight), plan design/coverage options (25%), experience with counties (15%), service and administrative support (15%), and references (10%).

The County has established a Historically Underutilized Businesses (HUB) policy compliance requirement and requires all respondents to complete and sign numerous certification and affirmation forms including non-collusion affidavits, tax compliance certifications, debarment certifications, and HUB policy compliance statements. The current plan information is based on a grandfathered Blue Cross and Blue Shield PPO plan with deductibles of $750 individual/$2,250 family (in-network) and $1,000 individual/$3,000 family (out-of-network), which establishes the baseline for existing coverage expectations. The contract term is an initial three-year agreement with two optional one-year renewals, subject to Commissioners Court approval. The cost proposal must include monthly premiums, PEPM fees, broker compensation disclosure, administrative fees, and renewal and rate guarantees. The County reserves the right to terminate for convenience with thirty days written notice and notes this RFP is being issued to explore its options with no guarantee that a contract will be awarded following submittals and review. No specific budget range or award value is disclosed in the solicitation.
