About this opportunity
Burnet County, Texas is issuing Request for Proposals (RFP 26-4060-01) for professional architectural and emergency management services to conduct an After Action Review (AAR) and develop an accompanying Improvement Plan (IP) following historical flooding events that occurred on July 5 and 13, 2025. The procurement seeks qualified firms to execute a structured AAR using Homeland Security Exercise and Evaluation Program (HSEEP) 2020 methodology, assess performance against core capabilities and procedures, identify strengths and improvement areas, and develop a measurable and actionable improvement plan with corrective actions. The scope of work includes project initiation and planning, data collection through stakeholder interviews and focus groups with multiple agencies including the Sheriff's Office, Road & Bridge, Office of Emergency Management (OEM), Emergency Medical Services (EMS), and community partners within Burnet County cities, analysis and evaluation aligned with HSEEP core capabilities, facilitation of an AAR meeting or workshop, and development of a formal improvement plan. Deliverables must include a cover letter, technical proposal demonstrating understanding of HSEEP 2020 methodology and experience with local governments and emergency management, detailed cost proposal with either fixed-price or not-to-exceed structure, and at least three references for similar AAR/IP projects. The anticipated project duration is 90 days from the Notice to Proceed. Proposals must be submitted by April 15, 2026 at 10:00 AM CST to either the Burnet County Auditor's Office at 133 E. Jackson, Burnet, TX 78611 or electronically to bids@burnetcountytexas.org, with a question deadline of April 2, 2026 at 5:00 PM. Evaluation criteria include demonstrated understanding of project objectives, HSEEP-aligned methodology, proposer qualifications and experience, proposal quality and clarity, cost reasonableness, and past performance.
No specific set-aside designations or restrictions limiting organizational eligibility are identified in the procurement documents. All proposals require numerous certifications and affirmations including non-collusion declarations, insurance certificates, felony conviction notifications, and compliance with Texas tax and family code requirements. Proposers must carry minimum insurance coverage of Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory limit for Texas), Employer's Liability ($500,000), and Professional Liability ($1,000,000 per claim, $1,000,000 aggregate), and a Bid Bond is not required. No existing incumbent vendors, current contractors, or infrastructure requiring integration are identified in the available documentation. The RFP does not specify a particular funding amount or budget range, though the county reserves extensive rights including rejection of any or all proposals, modification of evaluation criteria, and the right to negotiate with the highest-ranked qualified firm in accordance with Texas Government Code Section 2254.003.
