About this opportunity

The Purchasing Solutions Alliance (PSA), a cooperative purchasing program of the Brazos Valley Council of Governments (BVCOG) located in Bryan, Texas, is soliciting proposals for office supplies and related services under RFP 26-223. The procurement covers a comprehensive range of products and services including general office supplies, cleaning and janitorial supplies, breakroom and kitchen supplies, ink and toner cartridges, copy and printer paper, office furniture and accessories, environmentally preferred products, and ancillary services customarily provided by office supply vendors. The resulting contract will operate from July 1, 2026, through June 30, 2029, with two optional one-year renewal periods available upon mutual agreement. Proposals must be submitted electronically or in paper format by June 11, 2026, at 3:00 p.m. Central Time, with a question deadline of May 22, 2026, and written responses to questions provided by May 25, 2026. Vendors will be evaluated on vendor qualifications and experience (10 points), scope and quality of products (10 points), service and operational capability (15 points), technology and reporting capabilities (12 points), value-added services (5 points), cost proposal (35 points), cooperative contract capability and marketing effectiveness (8 points), and RFP compliance (5 points). Qualified vendors must demonstrate competitive pricing auditable against past invoices, maintain comprehensive insurance coverage including commercial general liability of at least $1,000,000 per occurrence and business automobile liability of $1,000,000 per accident, and provide references from at least three public or government agencies. No minimum purchase quantities or usage levels are guaranteed as PSA members make purchases on an as-needed basis.

Prospective vendors must submit completed certifications and documentation addressing compliance with federal and state requirements, including 2 CFR Part 200 certifications, Texas-specific requirements addressing energy company boycotts, Israel boycotts, firearm entity discrimination, foreign terrorist organization engagement, and vaccine passport prohibitions. Offerors must complete the Offeror Acknowledgment & Certification form providing comprehensive company information and confirming legal authorization to bind their organization. Vendors indicating underutilized or disadvantaged business status must provide certification documentation and the certifying state or federal agency. All pricing submissions must be completed in the provided Excel workbook format without conversion to other file types, with vendors identifying their pricing basis, applicable product categories, discount percentages, and any exceptions or exclusions. Contractors selected under this agreement must remit a three percent administrative fee to PSA calculated on all purchase prices for equipment, accessories, software solutions, and implemented services, with pricing to be submitted as all-inclusive of this fee. While no budget range or estimated award value is specified in the solicitation documents, the contract represents a cooperative purchasing vehicle serving PSA members nationwide on an as-needed basis with potential for significant volume across multiple governmental agencies during the three-year initial term plus optional renewal periods.
