About this file
This is a Cost Proposal Workbook for RFP 26-223 issued by PSA (Procurement Services Agreement), a Texas-based state and local contracting consortium. The document serves as the submission template for vendors responding to the RFP and requires completion of pricing structures, fees, and optional core product listings. Bidders must complete Tab A (Discount and Pricing Structure) and Tab B (Fees) in their entirety, while Tab C (Core List) is optional. The workbook must be submitted in the original Excel format without conversion to other file types, with all fields completed accurately and reviewed for consistency prior to submission.
Tab A requires vendors to identify their pricing basis (such as MSRP, manufacturer list price, catalog price, or commercial price lists), specify applicable product categories or indicate "All" if pricing applies universally, provide discount percentages as reductions from the stated basis, and include detailed notes regarding any exceptions, exclusions, minimum purchase requirements, or geographic limitations. Tab B requires documentation of all applicable fees, surcharges, and additional charges with clear descriptions, amounts or rates, and conditions of application, explicitly excluding the PSA Administrative Fee which cannot be charged separately to end users. All pricing must be submitted in U.S. dollars and inclusive of the PSA Administrative Fee. If any field is not applicable, vendors must enter "N/A" rather than leaving fields blank. PSA reserves the right to request clarification or correction of submitted pricing information following submission.
