About this opportunity

Texas Tech University (TTU) has issued a Request for Proposal (RFP) seeking a qualified Salesforce implementation partner to consolidate its multi-organization Salesforce ecosystem into a single Education Cloud organization. The scope of services encompasses strategy, migration, re-architecture, integration, and change management to create a unified digital experience across prospective students, current students, faculty, and staff. The target end state includes Education Cloud, Data Cloud, Student Experience Cloud (supporting undergraduate, graduate, TTU Vet School, and TTU Online audiences), Student Success Hub, Marketing Cloud, CRM Analytics, Blackthorn Events, native Education Cloud Rules Engine, multiple application portals, and AI/Agentforce capabilities. Key qualifications required include demonstrated experience with higher education institutions of similar complexity, Salesforce multi-org consolidation, Education Cloud implementations, and preferably TargetX migration or replacement. The vendor must provide comprehensive data integration solutions addressing multi-org consolidation, K-12 migration through structured data import with CSV flat files, and detailed data mapping templates. Proposals will be evaluated on seven weighted criteria: Financial Value and Total Cost of Ownership (30%), Technical and Functional Capability (25%), Vendor Experience and Staffing (15%), Implementation Approach and Project Management (10%), Change Management, Training, and Adoption (8%), Innovation and Value-Added Services (7%), and Quality Assurance and Risk Management (5%). The proposal deadline is June 23, 2026, at 4:00 PM Central through the TechBid system, with written questions due by June 5, 2026, at 1:00 PM Central, and proposal evaluation occurring from July through September 2026. The anticipated contract term begins upon final signature and extends for four years, with automatic renewal for up to four additional one-year terms unless either party provides written notice of non-renewal at least sixty days prior to term expiration.

TTU emphasizes Historically Underutilized Business (HUB) subcontracting opportunities and requires all proposers to submit HUB Subcontracting Plans regardless of HUB status or intent to subcontract. The vendor must maintain firm contract pricing for twenty-four months following execution, with annual increases thereafter not to exceed three percent. Insurance requirements include Workers' Compensation at statutory limits, Commercial General Liability with a $2,000,000 general aggregate, and Automobile Liability coverage of $1,000,000 per accident. TTU currently operates approximately 3,800 users across three existing Salesforce organizations and anticipates handling 5,000 to 10,000 new leads annually, with approximately 40 active internal K-12 staff members requiring migration support. While no specific budget or award value is stated in the RFP, the four-year contract term with potential renewal for an additional four years suggests a substantial engagement. The opportunity represents a significant higher education digital transformation initiative requiring integration with existing infrastructure and comprehensive user adoption across multiple institutional constituencies.
