About this opportunity

The Texas Facilities Commission is soliciting Construction Manager-at-Risk (CMR) services on behalf of the Texas School for the Blind and Visually Impaired (TSBVI) located at 1100 West 45th Street, Austin, Texas 78756, with proposals due May 27, 2026 at 3:00 PM via the OpenGov portal. This project encompasses the installation of three new diesel generators (300kW, 300kW, and 175kW) at Buildings 601, 603, and 607, plus backup electrical upgrades to Building 610; replacement of approximately 45 HVAC units including 32 rooftop Aaon units across multiple buildings and split-system units at Buildings 509 and 610; replacement of five hot water heaters with recirculation pumps; and replacement of building automation systems across all 12 buildings on campus. The CMR will provide comprehensive preconstruction services including design review, cost estimating, scheduling, value engineering, and bid package development, followed by construction phase services under a Guaranteed Maximum Price model. Required qualifications include proven experience as a CMR, comprehensive insurance coverage (Commercial General Liability $1,000,000/$2,000,000, Builder's Risk at 100% of GMP), performance and payment bonds equal to 100% of the GMP, prevailing wage compliance, criminal background clearances, and E-Verify employment verification. The evaluation criteria include company information (pass/fail), experience and qualifications (40%), methodology and budget/schedule compliance (30%), quality and safety programs (10%), compensation and fees (20%), and litigation history (pass/fail). Key schedule dates include an optional pre-proposal teleconference on May 12, 2026 at 10:00 AM, a questions submission deadline of May 18, 2026 at noon, tentative interviews on June 5, 2026, and anticipated award by June 18, 2026, with construction to commence within 21 calendar days of Notice to Proceed following an estimated 120-day preconstruction phase and 360-day construction period.

This procurement includes mandatory Historically Underutilized Business (HUB) subcontracting plan requirements with an agency goal of 21.1% for building construction participation; all respondents must complete the HUB Subcontracting Plan Form demonstrating good faith efforts to utilize Texas-certified HUB vendors, including notification of at least three certified HUBs and two trade organizations with a minimum seven working-day response period. A bid bond of $25,000 is required, submitted electronically with original documentation by mail within three business days of opening, and responses lacking a completed HUB Subcontracting Plan will be rejected. No incumbent contractor is identified in the procurement materials. The estimated Cost of Work is $7,000,000, exclusive of preconstruction management fees, construction management fees, and general conditions costs; however, the total contract award value will depend on the CMR's proposed preconstruction management fee, construction management fee percentage, and not-to-exceed construction general conditions fee. The contract is contingent upon continued funding availability through state appropriations, with termination provisions applicable if funds become unavailable; all work must comply with prevailing wage requirements per General Decision Number TX20250271, with wage rates ranging from $11.25 to $51.59 per hour depending on trade classification, and liquidated damages for schedule delays are specified with a seven-calendar-day grace period applied before assessment begins.
