About this file
This Addendum #1 document, issued by the Texas Facilities Commission (TFC) on behalf of the Texas School for the Blind and Visually Impaired (TSBVI), provides clarifications and supplementary information for RFP #0008612 regarding Construction Manager-at-Risk (CMR) services for generators and HVAC replacement. The project scope includes installation of three diesel generators (300kW, 300kW, and 175kW) at Buildings 601, 603, and 607; replacement of approximately 45 HVAC units including 32 rooftop Aaon units and split-system units at Buildings 509 and 610; replacement of five hot water heaters with recirculation pumps; and replacement of building automation systems across all 12 campus buildings. The proposal deadline is May 27, 2026 at 3:00 PM. A pre-proposal conference was held on May 12, 2026, with an attendee list included in the addendum. The addendum addresses 20 questions submitted by potential respondents, covering topics including HUB certification requirements, reporting systems, project commissioning, equipment standards, hazardous materials handling, phasing and scheduling, utility coordination procedures, and Guaranteed Maximum Price (GMP) development methodology.
Key clarifications in the addendum confirm that the solicitation adheres to HUB (Historically Underutilized Business) requirements issued with the original RFP rather than the newly transitioned VetHUB requirements; the B2G system is not being used, with HSP submissions required through OpenGov and PAR forms submitted through PAYAPP; the campus will remain fully operational during construction with temporary HVAC, power, and utilities required; phasing is flexible to accommodate long-lead equipment procurement constraints; a commissioning agent will be procured concurrently with the CMR; and the GMP should include all reasonably inferable costs including phased construction, temporary systems, and campus operational accommodations, with change order procedures addressing unknown conditions or hazardous materials discovered during construction. The pre-proposal conference included representatives from major construction firms including Trimbuilt Construction, Balfour Beatty, Veliz Construction, STR Constructors, Robins & Morton, and Energy Systems Texas, with CRI Electric, Inc. and TFC's HUB Department noted as HUB-certified entities among attendees.

ADDENDUM #1
DATE: 5/21/2026
RFP #: 0008612
TITLE: CMR for TSBVI Generators and HVAC Replacement PROPOSAL DEADLINE: 05/27/2026 at 3:00 PM
Addendum item#1: PPC Attendee List attached.
Addendum item#2: The following questions from potential Respondents were submitted for clarification.
# QUESTION ANSWER
1.
It is our understanding the TFC has a new PAR form. I do not see the new form as part of the bid documents. Will the new PAR form be used for this project?
HUB- Awarded respondents will be provide the new PAR form.
2.
Please confirm that the CMBL search functionality has been corrected for identifying HUB participation. At this time, we are only seeing certification status reflected for VetHUB vendors.
Based on the recent changes to the State of Texas program, the HUB program has transitioned to VetHUB (Veteran Heroes United in Business), and vendor certification status is now being tracked accordingly. With that in mind, please confirm whether this solicitation is to be pursued under:
1. the revised VetHUB requirements, or 2,.
the prior HUB requirements (if this solicitation falls under earlier criteria).
Additionally, please confirm whether we should be: 1. targeting VetHUB-certified firms for compliance, and 2. utilizing CMBL strictly as the verification tool for VetHUB status. We want to ensure our outreach strategy and subcontracting plan align fully with the applicable requirements for this solicitation.
Since this solicitation was issued prior to the CPA’s May 12th new rules. Please adhere to the HUB requirements issued with this solicitation. The CMBL will display only certified VETHUB firms, that is the only certification CPA can administer at this time. If you need assistance in identifying previously certified HUB firms, please contact TFC’s Office of Business Opportunities.
3.
Please confirm if B2G Utilization plan is not being used on this solication and going back to the old HUB Subcontractiong Plan outlined in the RFP documents.
HUB – B2G is not being used for this solicitation all documents should be submitted through OpenGov.
4.
Please clarify the B2G HUB Compliance Reporting System requirements for this solicitation. The RFP states that the successful Respondent and any subcontractors must submit required PAR information into B2G and that delays in timely submission of PAR information will be treated as an invoicing error subject to dispute. However, the RFP does not appear to expressly require submission of the HUB utilization plan in B2G. Please confirm whether the awarded Respondent is required to submit only monthly PAR reporting in B2G, or whether the utilization plan/HSP must also be entered or maintained in B2G in addition to the HSP submitted with the proposal and any revised HSP required prior to Part Two construction.
HUB – B2G system is not being used for this solicitation HSP’s must be submitted through OpenGov and Awarded respondents will submit PAR forms through the PAYAPP
5.
Who will be the commissioning agent on this project?
A commissioning agent has not yet been selected for the project. Procurement and onboarding of the commissioning agent are anticipated to occur at a later phase of project delivery and will be coordinated by TFC.
6.
Abatement is outside the construction contract and budget. Even so, it could still affect sequencing, access, and schedule. Are the ares of abatment known at this time?
The abatement consultant is anticipated to be procured and onboarded concurrently with the CMR during the June timeframe. Existing hazardous material information and known abatement areas, if available, will be shared with
7.
For planning purposes, will there be any "no work" times during construction phase?
The calendar for 2027 and beyond has not been confirmed by TSBVI. They are open during the construction period and will work with the project schedule.
8.
Will temporary HVAC, power, and maintaining full operations during construction be required or will buildings be offline during upgrades?
Yes. Temporary HVAC, temporary power, and maintaining campus operations during construction are anticipated requirements of the project. The campus is expected to remain operational throughout the duration of the work, and construction activities will require careful phasing and coordination with TSBVI and TFC.
A priority list for building sequencing and operational impacts will be developed collaboratively with the school, and ongoing coordination with campus stakeholders will be mandatory to minimize disruptions to educational and residential operations.
9.
What are the constraints for shutdowns, outages, and tie-ins to existing systems?
TSBVI is an occupied educational campus operating continuously during the academic year.
Shutdowns, outages, and tie-ins will require close coordination with campus operations and TFC.
Planned outages are anticipated to occur during approved windows, including evenings, weekends, holidays, or school breaks where feasible. Critical systems supporting life safety, shelter-in-place functions, IT, kitchen, residential, and educational operations must remain operational or be supported by temporary systems during construction activities.
Advance outage planning, detailed sequencing, and written approval from TFC and TSBVI will be required prior to any interruption of services.
10.
What are the expected phasing and occupancy constraints for campus during this project?
The campus is expected to remain fully occupied and operational throughout construction. Phasing will need to minimize disruption to educational programs, residential/student housing operations, accessibility routes, and campus safety.
Construction activities may require coordination around testing periods, special campus events, summer sessions, and student move-in/move-out periods. The Contractor should anticipate phased turnover, controlled access areas, noise limitations during instructional hours, and temporary operational accommodations as necessary.
11.
For the GMP, how is risk carried for unknown existing conditions and incomplete as-built documentation?
The GMP should be developed based on available construction documents, field investigations, and reasonable industry assumptions. Given the age of portions of the campus and limited as-built documentation, the Contractor is expected to carry reasonable coordination and investigative effort within the GMP. However, concealed conditions or materially differing site conditions not reasonably identifiable through preconstruction efforts may be addressed through the change management process in accordance with the contract documents and Uniform General Conditions
(UGC).
12.
Is phasing adjustable to accommodate procurement constraints for HVAC, generators, and other equipment?
Yes. TFC recognizes the current market constraints associated with long-lead equipment procurement, particularly for generators, HVAC equipment, controls, and electrical components.
The phasing strategy is expected to remain flexible and may be adjusted collaboratively during preconstruction to support procurement timelines, early release packages, storage strategies, temporary systems, and campus operational requirements while maintaining overall project objectives.
13.
Who is responsible for utility coordination and what is the minimum notice required for shutdowns?
The Contractor will be responsible for coordinating all utility shutdowns, tie-ins, and service interruptions with TFC, TSBVI Operations, utility providers, and other affected stakeholders. The minimum notice period for planned outages is anticipated to be no less than 14 calendar days unless otherwise approved by TFC. Critical outages may require longer coordination durations depending on campus operations and system impacts.
14.
What is the intent for commissioning, testing, and system integration?
The project is expected to include formal commissioning and functional testing of major HVAC, generator, controls, and associated building systems. The intent is to verify proper operation, integration, reliability, and maintainability of all new systems prior to final acceptance. Coordination between the Contractor, design team, TAB agency, controls vendors, equipment manufacturers, and commissioning provider will be required throughout design and construction to support startup, training, testing, and turnover activities.
15.
For the GMP, how will hazardous materials risk be handled?
The Contractor should anticipate working within existing facilities where hazardous materials may be present. Available surveys and reports will be provided as part of the project information when available. Hazardous material abatement identified within the construction documents should be included within the GMP. Unknown hazardous materials encountered during construction that were not reasonably identifiable prior to GMP establishment may be addressed through the contract change process in accordance with applicable regulations and contract requirements.
16.
What costs and assumptions must be carried in the GMP vs allowances for phasing, overtime, off-hours work, temporary systems, etc?
The GMP is expected to include all costs reasonably inferable from the contract documents and preconstruction coordination efforts, including phased construction activities, temporary protections, temporary utilities, general conditions, supervision, coordination, startup, testing, standard off-hours work, and campus operational accommodations necessary to execute the work.
Any proposed allowances, contingencies, assumptions, or exclusions should be clearly identified and submitted for TFC review during GMP development. TFC reserves the right to negotiate allowances or owner contingencies as appropriate.
17.
Is the expectation on schedule to flow continuously from building to building, phase to phase, or to separate as required based on the needs of campus and constraints of the work for each given scope of work? What if the needs of the project extend further than the anticipated total project duration?
The overall expectation is for the Contractor to develop a logical and efficient schedule that balances continuous workflow with the operational needs and constraints of the campus. Certain scopes may proceed concurrently, while others may require separation or delayed execution based on occupancy, procurement, seasonal constraints, utility coordination, or temporary system requirements. TFC recognizes that individual building scopes may require varying durations and sequencing strategies. During preconstruction, the schedule will be collaboratively refined to align project priorities, long-lead procurement, campus operations, and available funding. If conditions arise that materially impact the anticipated duration, the Contractor is expected to proactively communicate schedule impacts, mitigation strategies, and recovery options for TFC evaluation.
18.
Is there a current standard for equipment manufacturer of HVAC and generator known at this point?
At this time, TFC and TSBVI have not finalized specific manufacturer standards for all equipment systems. Long lead items will be a priority for planning. Existing campus standards, maintenance preferences, compatibility requirements, and available infrastructure will be considered during design and preconstruction.
The design team and Contractor should coordinate with TFC and campus operations regarding preferred manufacturers, controls integration requirements, maintainability, parts availability, and long-term operational considerations prior to final equipment selection.
19.
Will drawings be provided for this RFP beforehand?
No. Drawings will be provided to the awarded/selected respondent.
20.
Would you please post the Prebid Sign in Sheet?
Yes, it has been posted in the "Notices" section of this OpenGov Solicitation, and is also be included/attached in this Q&A Addendum.
All other aspects of RFP # 0008612 remain as is.
