About this opportunity

The Texas Facilities Commission (TFC) is issuing an Invitation for Bid (IFB) for the replacement of a dust collection system at the Texas School for the Deaf (TSD) woodshop located in Austin, Texas. This procurement seeks a complete dust collection system that includes demolition of existing equipment, proper material disposal, and installation of a new OSHA and NFPA fire code-compliant system. The project deliverables include a system maintaining airflow velocities of 3,500-4,500 ft/min with spark detection and extinguishing capabilities, design documents, airflow calculations, compliance certifications, a detailed project timeline, minimum three project references from the past three years, and warranty documentation for both equipment and workmanship. Bidders must choose between an exhaust system directed outside or inside (current method) and submit lump-sum pricing that breaks down demolition, equipment, installation labor, and system selection option costs. A mandatory pre-bid site visit is required on either February 11, 2026, at 10:00 AM or February 12, 2026, at 2:00 PM, with bids from non-attending firms subject to rejection. Written questions are due by February 19, 2026, with the bid submission deadline of March 5, 2026, at 3:00 PM CT, with Notice of Intent to Award expected March 13, 2026, project work commencing June 8, 2026, and mandatory completion by July 31, 2026. Evaluation criteria include compliance with specifications, total cost, vendor experience and references, proposed timeline, and warranty and support services. Liquidated damages of $100.00 per calendar day apply for late completion.

Respondents must submit a HUB Subcontracting Plan through the TFC's B2G system and demonstrate compliance with Texas Comptroller of Public Accounts HUB rules, with options for 100% HUB participation, meeting the goal, good faith effort solicitation, or self-performing methods. All contractor employees and subcontractors must undergo criminal background checks performed by the Texas Department of Public Safety using live scan fingerprinting services, with disqualifying offenses including arson, burglary, sexual offenses, theft, robbery, stalking, current sex offender registration, pending indictments, or fugitive status; non-enumerated felony convictions require ten years to pass from disposition, and non-enumerated misdemeanor convictions require five years to pass. Contractors are responsible for all background check expenses, permits, and required insurance per TFC Standard Terms and Conditions. Bid submissions must include a bid bond equal to 5% of the bid amount, with successful bidders required to provide performance and payment bonds equal to 100% of contract value. All submissions must be made via the Bonfire portal at https://tfcstate.bonfirehub.com/opportunities/217927 in PDF format with a maximum file size of 1000 MB per upload, with technical support available through Euna Procurement. No specific contract award value or budget range is disclosed in the procurement documents.
