About this opportunity

The City of Philadelphia is soliciting a small order purchase for the Northstar Digital Literacy Program, with proposals due October 28, 2026. This procurement carries a sole-source constraint: Literacy Minnesota is the exclusive authorized provider of Northstar Digital Literacy, an online platform delivering 17 digital literacy assessments across Basic Computer Skills, Basic Software Skills, and Using Technology in Daily Life, with curriculum and materials available in Spanish and English for both in-person and distance delivery.

The scope encompasses a one-year Northstar subscription (July 1, 2026 through June 30, 2027) providing access for up to 37,500 user accounts and 262,500 assessments, including organizational assessment portals, student account creation, online proctoring training, result databases, certificate and badge functionality, and technical assistance. All platform features operate remotely with online progress tracking.

The quoted contract value is $33,750 for the subscription year, calculated at $450 per 75 units (representing 500 users and/or 3,500 assessments). The City will award the purchase as a whole or by line item, whichever serves its best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award. Unused prepaid training funds not expended within one full calendar year from contract signing are retained by Literacy Minnesota. Additional charges of $550 per each 500 users and/or 3,500 assessments or portions thereof apply upon renewal if usage exceeds standard limits.

A Consent and Authorization Agreement through PHLContracts, the City's eProcurement platform, must be submitted prior to bid closing. Vendors should contact Philadelphia Procurement Customer Service at PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721. No delivery or services are to commence until formal department notification is received.
