About this file

This is a sole source letter from Literacy Minnesota to the City of Philadelphia's Executive Director of Adult Education, dated May 27, 2025, justifying the selection of Northstar Digital Literacy as a sole source provider. The letter addresses the procurement of Northstar Digital Literacy, an online, internet-based service that provides 17 basic digital literacy assessments across three subject areas: Basic Computer Skills, Basic Software Skills, and Using Technology in Daily Life. The program includes curriculum materials available for in-person or distance delivery, self-directed online learning modules, and supporting resources. Assessments and instructional materials are available in both Spanish and English. The service is designed to help adults with limited digital skills acquire competencies necessary for employment, higher education, and daily life. Literacy Minnesota, a nonprofit organization, is identified as the sole source provider of this comprehensive digital literacy platform.

Literacy Minnesota provides exclusive access to Northstar Digital Literacy through organizational portals, student account creation capabilities, online proctoring training, assessment result databases, certificate and badge award functionality, and technical assistance. All platform features operate remotely, allowing organizations to track student progress through online systems. The related state and local contract opportunity indicates that this small order purchase will be awarded as a whole or by line item at the City's discretion to the lowest responsive and responsible bidder, with the seller required to quote all items for award eligibility. No services are to be delivered or provided until authorized by the department.
