About this opportunity
West Valley City, Utah is requesting proposals from qualified providers for Advanced Emergency Medical Technician (AEMT) ambulance service on Northrop Grumman Corporation property, with proposals due November 16, 2026 at 12:00 p.m. local prevailing time through Bonfire. The RFP will evaluate existing and alternative emergency medical service providers to continue this service following the pending expiration of Northrop Grumman's existing license.
Service is limited to the Northrop Grumman property within the jurisdiction of the Northrop Grumman Fire Department. The ideal proposal provides AEMT-level ambulance service with an ambulance stationed on-site at all times and demonstrates compliance with Utah state law and Utah BEMS requirements. All responders must hold a valid business license and submit proof of insurance if required.
The City expects the Northrop Grumman property to be served at no cost to the City, with patients paying rates that do not exceed those set by state law. Evaluation criteria carry equal weight of one-third each for Cost, Quality, and Access.
Specifications are distributed through utah.bonfirehub.com, and questions go to Brandon Howard at brandon.howard@wvc-ut.gov. No site visit, bidder's conference, or public opening will be held. Award results will be posted on the City Website, and the selected responder will contract directly with West Valley City. The City reserves the right to reject any or all proposals, waive requirements, cancel the RFP, or negotiate with responders before final award. The RFP was posted November 4, 2026.
