About this opportunity

The State of Nevada, Office of the Military, is requesting bids for comprehensive HVAC services on an as-needed basis across multiple Northern Nevada locations, with proposals due October 23, 2026 by 6:00 p.m. via NevadaEPRO.

Services include routine maintenance and inspections, emergency repair, installation of HVAC units and components, diagnostic services, air quality testing, and ductwork cleaning across six geographical areas: Reno, Reno (Stead area), Carson City, Fallon, Elko, and Elko (Carlin area). Bidders must specify which locations they are willing to serve. Work is restricted to Monday through Friday, 7:00 a.m. to 5:00 p.m. on the secure military facility, though alternative arrangements may be made through the Facility Supervisor or Facility Manager. Contractors must document deficient conditions exceeding the original service request and report findings with recommended corrective actions to the Office of the Military or Facility Supervisor prior to proceeding with additional work.

The contract runs through June 30, 2030, contingent on State and/or Federal funding. Pricing must use one of three methods: a preferred Price List for routine services, flat rate or project quotes, or time and materials quotes with a Not to Exceed amount. Contractors must provide hourly rates, overtime rates, holiday rates, and itemized fees (facility, drive time, travel time, and other applicable charges) for each contract year, with rates adjusted annually for inflation.

All awarded contractors must maintain Commercial General Liability insurance ($2 million general aggregate), Commercial Automobile insurance ($1 million combined single limit), and Workers' Compensation insurance at statutory limits, with the Office of the Military named as additional insured. Contractors must register with the Nevada State Controller's Office for electronic funds transfer, register with NevadaEPRO, and pass a background check through the NVARNG Personal Security Questionnaire prior to site access. Payment will be processed within 30 days of invoice receipt and agency approval. Required documentation includes contractor's license, State of Nevada business license, and proof of insurance.
