About this opportunity
The State of Nevada, Office of the Military is soliciting bids for as-needed HVAC maintenance services at Reno, Reno (Stead area), Carson City, and Fallon under its Northern Nevada HVAC Maintenance Services Invitation to Bid, with proposals due through NevadaEPRO by 5:00 PM on December 4, 2026.
Scope covers routine maintenance and inspections, emergency repair with expedited response to critical failures supporting mission-critical operations, emergency and on-call availability, HVAC unit and component installation, diagnostics and troubleshooting, air quality testing, and ductwork cleaning. Work is restricted to Monday through Friday, 7:00 AM to 5:00 PM, on a secure military facility, and contractors must pass background checks and present valid government-issued identification. Bidders must specify the geographic locations they will serve and provide service reports and maintenance logs. A one-year warranty on workmanship and materials runs from completion, and all work must meet industry standards and applicable federal, state, and local codes.
Pricing may follow a price list (the preferred method), flat-rate or project quotes, or time-and-materials quotes with a Not to Exceed amount set by the State. Bidders must provide separate hourly rates for each contract year that account for inflation, plus after-hours, weekend, and holiday rates, drive and travel time fees, and material markup percentages. Submissions on company letterhead require a Nevada business license, a Nevada contractors license (if applicable), commercial general liability insurance with a minimum $2 million general aggregate, commercial auto insurance at a $1 million combined single limit, workers compensation coverage, and an Addenda Acknowledgement. Contractors must register with the Nevada State Controller's Office and NevadaEPRO to receive payment by electronic funds transfer.
The term extends approximately four years through June 30, 2030, contingent on Board of Examiners approval. Work is as-needed with no guarantee of specific funding amounts each year, and award is contingent on State and/or Federal funding availability. The State reserves the right to waive informalities, reject any or all proposals, and is not obligated to accept the lowest bid. Site visits may be scheduled upon request with regional points of contact.
