About this opportunity
The Greater Orlando Aviation Authority (GOAA) is seeking competitive proposals for the North Terminal Complex (NTC) Concessions - Package 3, specifically targeting food and beverage concession operations at Orlando International Airport. The procurement focuses on three distinct concession locations within Airside 2, totaling approximately 2,945 square feet of leasable space: a 176 sq ft pre-packaged snack location and two bar/gourmet coffee concepts of 1,383 and 1,386 sq ft respectively. GOAA's primary objective is to create innovative, visually appealing concession spaces that exceed traveler expectations and position the airport as a memorable destination, with design principles inspired by Central Florida's ecosystem and natural environment. Proposers must provide comprehensive customer service elements, including all-day menus, dietary accommodation, contactless ordering, and 100% compostable serviceware. The RFP was released on June 13, 2024, with a pre-solicitation meeting scheduled for June 27, 2024, and proposals due by September 5, 2024, with a tentative award date of October 16, 2024. Evaluation criteria will include demonstrated experience, customer service quality, concept innovation, concession improvements, and financial return to the Aviation Authority.
The contract includes an Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal of 30.0 percent, with strict requirements for proposers to either meet or demonstrate good faith efforts toward this goal. The lease term is 10 years, with a minimum annual concession fee of $1,001,000, and proposers must invest at least $500 per square foot for concession improvements and $200 per square foot for queuing and seating spaces. Proposers are required to submit a percentage of gross receipts for food and non-alcoholic beverage sales, with a minimum rate of 11%. The contract mandates compliance with Florida State liquor laws and includes restrictions on merchandise offerings. Based on the airport's passenger traffic data, which showed 50,614,414 total passengers in 2023, the potential revenue and exposure for selected concessionaires is significant. The total fiscal year 2024 airport budget is $831,620,000, and the concession opportunity is part of a broader $2.8 billion Terminal C development project aimed at enhancing passenger experience and airport infrastructure.
