About this opportunity

The Greater Orlando Aviation Authority (GOAA) is seeking competitive proposals for a comprehensive Food & Beverage and Retail Concession opportunity at the North Terminal Complex of Orlando International Airport. The solicitation, identified as RFP 25-101-RFP, aims to select a highly qualified proposer to operate approximately 20,858 square feet of food service and 6,441 square feet of retail space across multiple concession units, including newsstands, gift shops, casual dining restaurants, gourmet coffee shops, local brand bars, and specialty retail spaces. Key deliverables include constructing and refurbishing concession spaces within 120 days for food locations and 90 days for retail spaces, with a focus on creating innovative, visually appealing concepts that exceed traveler expectations. The evaluation criteria will consider demonstrated experience, customer service approach, concept quality, concession improvements, and financial return to the Aviation Authority. The pre-solicitation meeting is scheduled for June 27, 2024, with proposals due by September 5, 2024, and an anticipated contract term of 13 years beginning in September 2025.

The contract includes a significant Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal of 25% of total anticipated concession revenues, with proposers required to invest a minimum of $500 per square foot for concession space improvements. Financial requirements include a minimum annual concession fee of $5,770,000 and a tiered percentage of gross receipts structure, with proposers submitting a minimum 10% of gross food and non-alcoholic beverage sales. Existing performance data from previous concessionaires shows annual sales ranging from $37.4 million to $74.1 million, indicating a potentially lucrative opportunity. The solicitation mandates strict operational standards, including maintaining prices within 15% of comparable Orlando area prices and providing a 20% discount to airport employees. Proposers must also adhere to sustainability requirements, such as using compostable packaging, offering contactless payment options, and incorporating locally sourced products. The contract anticipates an initial occupancy date in September 2025, with potential extensions through subsequent agreement periods.
