About this opportunity

The Putnam County Board of County Commissioners is soliciting sealed bids for the North Putnam Drainage Improvements 2025 project (Bid No. 26-04), which involves comprehensive drainage infrastructure work on two existing roads in Northeastern Putnam County, Florida: Palmetto Bluff Road and Millican Road. The project scope encompasses installation of drainage piping, construction and redevelopment of swales, installation of drainage structures, and clearing, grubbing, and stabilizing discharge easements. Ancillary activities include traffic control, shoulder grading, sodding and seeding, asphalt feathering, pavement cutting and repair, and pavement striping. A mandatory pre-bid meeting was held on December 15, 2025, at 10:00 a.m. at the Putnam County Government Complex, with sealed bids due by 2:00 p.m. EST on January 14, 2026. The County reserves the right to award to one or more bidders and will evaluate bids both per roadway and collectively. Bidders must be properly licensed contractors with a minimum of three years in business, having completed at least two similar projects as prime or subcontractors, with the Prime Contractor required to perform a minimum of 40 percent of the work.

The procurement does not specify specific set-aside designations for disadvantaged enterprises. Contractors must submit a 5 percent bid bond, with the successful bidder providing 100 percent performance and payment bonds. Minimum insurance requirements include workers compensation at statutory limits, $1,000,000 combined single limit automobile liability, and $1,000,000 comprehensive general liability coverage. The contract term is tentatively January 27, 2026, through July 10, 2026, with substantial completion required within 120 calendar days and final completion within 150 calendar days from the notice to proceed. Liquidated damages are set at $2,500 per day for failure to meet the completion deadline. While specific budget ranges are not explicitly stated, the comprehensive nature of the project suggests a significant infrastructure investment. All work must comply with Florida Department of Transportation Standard Specifications and Roadway and Traffic Design Standards, current editions, and OSHA requirements, with the County not paying sales taxes and providing tax exemption documentation.
