About this file
This is an Addendum document for the Putnam County Board of County Commissioners' North Putnam Drainage Improvements 2025 project (Bid No. 26-04) in Florida. The project involves comprehensive drainage infrastructure work on two existing roads in Northeastern Putnam County: Palmetto Bluff Road and Millican Road. Work includes installation of drainage piping, construction and redevelopment of swales, installation of drainage structures, and clearing, grubbing, and stabilizing discharge easements, along with ancillary activities such as traffic control, shoulder grading, sodding and seeding, asphalt feathering, pavement cutting and repair, and pavement striping. A mandatory pre-bid meeting was held on December 15, 2025, at 10:00 a.m. at the Putnam County Government Complex. Sealed bids were due by 2:00 p.m. EST on January 14, 2026. The contract term is tentatively January 27, 2026, through July 10, 2026, with substantial completion required within 120 calendar days and final completion within 150 calendar days from notice to proceed.
The County reserves the right to award to one or more bidders and will evaluate bids both per roadway and collectively. Bidders must be properly licensed contractors with a minimum of three years in business and must have completed at least two similar projects as prime or subcontractors, with the Prime Contractor required to perform a minimum of 40 percent of the work. A 5 percent bid bond is required, with the successful bidder providing 100 percent performance and payment bonds. Minimum insurance requirements include workers compensation at statutory limits, $1,000,000 combined single limit automobile liability, and $1,000,000 comprehensive general liability coverage. Liquidated damages are set at $2,500 per day for failure to meet the completion deadline. All work must comply with Florida Department of Transportation Standard Specifications and Roadway and Traffic Design Standards, current editions, and OSHA requirements. The County does not pay sales taxes and will provide tax exemption documentation.
