About this opportunity

Washington County, Oregon, in collaboration with the Tualatin Valley Irrigation District (TVID), is seeking a contractor to complete the North Pipeline Lateral N1 Relocation project at NW Martin Road and Highway 47. The procurement involves relocating approximately 150 linear feet of 6-inch diameter asbestos cement waterline with 6-inch diameter restraint ductile iron pipe. Key deliverables include site clearing, trenching, pipe installation, testing, disinfection, and surface restoration, with strict adherence to Oregon Department of Environmental Quality (DEQ) regulations for asbestos cement pipe handling. The project requires completion within 15 calendar days, with a firm deadline of March 15, 2022. Bidders must submit electronic responses through the ProcureNow OpenGov Procurement Portal by December 30, 2021, at 2:00 pm, with the contractor selection date set for January 3, 2022. Evaluation criteria include compliance with 2018 Oregon Standard Specifications for Construction, specific insurance requirements, and the ability to meet technical specifications for pipe materials, joint types, bedding, and testing.

The contract does not specify explicit set-aside designations or restrictions on responding organizations. Contractors must maintain comprehensive insurance coverage, including Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Commercial Automobile Liability ($1,000,000), Workers' Compensation, and Pollution/Asbestos Liability Insurance ($1,000,000 per occurrence). Liquidated damages are set at $300 per calendar day for failure to complete the project on time. While no incumbent vendors are mentioned, the project will involve integration with existing water infrastructure at the intersection of NW Martin Road and Highway 47. The contract includes provisions for potential extension to other public agencies, with a maximum contract term not to exceed five years. Though a specific budget range is not explicitly stated, the project appears to be funded through Washington County's infrastructure budget, with potential involvement from the State of Oregon and Forest Grove City Council.
