About this opportunity
The Florida Fish and Wildlife Conservation Commission is requesting proposals for nonnative snake control and management of the Python Action Team Removing Invasive Constrictors (PATRIC) program, with sealed proposals due September 30, 2026 at 1:30 PM ET and anticipated award on November 5, 2026. Vendors must be registered in MyFloridaMarketPlace (MFMP) and Sunbiz prior to proposal submission.
The scope requires the contractor to maintain 30–50 PATRIC members conducting survey operations and python removal activities, manage bi-weekly payroll and member compensation, develop or obtain survey-tracking and data-management software, and implement artificial intelligence-enabled platforms for statewide detection and field coordination. The contractor must demonstrate compliance with Florida's prohibition on utilizing technology services from designated foreign countries of concern.
The estimated total contract budget is $29,647,667 over an initial five-year term from purchase-order issuance, with an option for renewal for an additional five years at the Commission's discretion. Monthly funding is allocated at $322,625 for the initial eight-month period (November 2026 through June 2027), decreasing to $241,666 monthly thereafter. Proposals exceeding these monthly funding limits will be deemed non-responsive and rejected. All costs—labor, benefits, insurance, travel, materials, equipment, mobilization, and innovative technology development—must be included in the quoted price.
The evaluation committee will score responses on presentation quality (10 points), work-product examples (10 points), methodology and approach (40 points), respondent experience and knowledge (20 points), cybersecurity framework and technical requirements (10 points), and cost (10 points). A minimum score of 70 points is required for consideration. The evaluation period runs October 6–23, 2026. Subcontracting is permitted. Sealed proposals will be opened at 1875 Orange Ave E, Tallahassee, Florida.
