About this file

This file is a Standard Operating Procedure and Protocols document for the Python Action Team - Removing Invasive Constrictors (PATRIC) program, managed by the Florida Fish and Wildlife Conservation Commission in coordination with multiple partner agencies including the South Florida Water Management District, National Park Service, Florida Park Service, Rookery Bay National Estuarine Research Reserve, and U.S. Fish and Wildlife Service. The document establishes comprehensive operational guidelines for PATRIC members conducting nonnative constrictor removal and survey activities across designated public conservation lands throughout South Florida. PATRIC members must attend mandatory program orientation, maintain professional conduct, comply with agency-specific access requirements, and follow strict protocols for capturing, transporting, and disposing of nonnative constrictors including Burmese pythons, reticulated pythons, anacondas, and African pythons. Members may designate up to three unpaid field assistants (with minors aged 14-17 requiring parental supervision and liability waivers) and must travel in a single vehicle while performing authorized work across designated survey areas spanning Everglades National Park, Big Cypress National Preserve, Biscayne National Park, state parks, wildlife management areas, and national wildlife refuges. The contract terms are established through purchase-order issuance and continue indefinitely under the operational framework established by this SOP.

Compensation for PATRIC members ranges from $15.00 per hour for standard survey efforts and mandatory trainings to $30.00 per hour for surveys in specific high-priority areas including Arthur R. Marshall Loxahatchee National Wildlife Refuge and Crocodile Lake National Wildlife Refuge, with additional per-snake removal payments of $50.00 for constrictors up to four feet and $25.00 for each additional foot (prorated). Removal of guarded nests receives a flat $200.00 payment, and tagged research pythons receive $50.00 without length-based bonuses. PATRIC members must meet strict eligibility requirements including minimum age of 18 years, valid driver's license, valid email address, and no felony convictions in the last seven years or specified wildlife violations. All captured nonnative constrictors must be deposited at approved drop-off locations or humanely killed within 24 hours, with detailed transportation and handling requirements specified in Florida Administrative Code Rule 68-5.007. Partner agencies impose additional operational requirements including mandatory communications center check-ins for National Park Service lands, decontamination procedures for U.S. Fish and Wildlife Service refuges, and discrete removal procedures for Florida State Parks; violation of any conditions results in immediate program termination and potential listing on vendor suspension lists.

Python Action Team- Removing Invasive Constrictors Standard Operating Procedure and Protocols

Objectives The Python Action Team - Removing Invasive Constrictors (PATRIC) was implemented to assist COMMISSION biologists with minimizing the impact of nonnative constrictors through the surveying, removal and collection of removal data of nonnative constrictors found on public conservation lands.

The PATRIC incorporates experienced individuals into nonnative constrictor management activities that result in cost-efficient, Early Detection/Rapid Response (EDRR) surveys, surveys on public lands and ultimately removal of nonnative constrictors.

Approach PATRIC MEMBERS are required to attend a program orientation prior to commencing any work under this contract. PATRIC MEMBERS are required to use and wear certain tools to assist in their search efforts.

These tools consist of a transport tote, snake hook, reflective vests, program shirts, an ID badge, a vehicle placard, and snake bags.

PATRIC MEMBERS must apply to obtain a South Florida Water Management District (SFWMD) “MK” key for vehicle access in gated designated program areas. These keys are property of the SFWMD and must be returned to the SFWMD at the end of a PATRIC MEMBER’S involvement in the program.

Acquiring, managing, and returning SFWMD gate keys is the sole responsibility of the PATRIC MEMBER. SFWMD keys may ONLY be used for the purpose of this program and not for any personal or commercial purposes. PATRIC MEMBERS may not share SFWMD keys with anyone without prior written authorization by the SFWMD. If the PATRIC MEMBER fails to return SFWMD keys at the end of their involvement with the PATRIC, the PATRIC MEMBER will be precluded from participating in any future SFWMD programs and will be listed on the SFWMD’s “Vendor Suspension List”, which is available to the public on the SFWMD’s website. The SFWMD will pursue any and all legal remedies available to retrieve the keys from the PATRIC MEMBER. The PATRIC MEMBER may also be precluded from participating in other state-sponsored events.

PATRIC MEMBERS and any approved Field Assistants shall maintain a professional, courteous and supportive attitude to their coworkers and the public. PATRIC MEMBERS are expected to put forth their best efforts, to manage work for maximum effectiveness and efficiency and to perform to the best of their ability the duties and responsibilities assigned to them.

Authorization, Conditions and Special Provisions PATRIC MEMBERS are authorized to collect, remove, and transport live nonnative constrictors under this contract.

Pursuant to Rule 68A-9.002, Florida Administrative Code (F.A.C.), the PATRIC MEMBER may capture by hand or by using hand-held equipment (snake hooks, nets, nooses) to remove and transport nonnative Prohibited constrictors.

PATRIC MEMBERS should not attempt to willfully capture any native species and should make every effort to properly identify target species (as listed above) before capture. Any accidental capture of native species or species designated by the COMMISSION in Chapter 68A-27, F.A.C., as Endangered, Threatened, or Species of Special Concern must be released immediately. Any injury and/or mortality of listed species must be reported to the Species Conservation Planning Section within 48 hours via fax at

(850) 921-1847 or email at WildlifePermits@MyCOMMISSION.com. Disposition of those specimens is subject to individual approval by the COMMISSION.

The use of traps to capture reptiles while working as part of PATRIC is prohibited.

Registration of a Field Assistant must occur prior to conducting a survey with the Field Assistant.

Background checks may be conducted on Field Assistants at the discretion of the COMMISSION.

Authorization of Field Assistants to assist PATRIC MEMBERS may be revoked at any time at the discretion of the COMMISSION. Field Assistants must work within view of the PATRIC MEMBER at all times.

PATRIC MEMBERS must renew the registration of their Field Assistants as directed by the COMMISSION. The number of Field Assistants PATRIC MEMBERS can register annually is determined at the discretion of the of the COMMISSION. PATRIC MEMBERS and Field Assistants must travel in one vehicle while performing work under this contract. Field Assistants must wear reflective vests when in the field with the PATRIC MEMBER. PATRIC MEMBERS must provide vehicle, terrain vehicle, and watercraft information to the COMMISSION in advance of conducting any work under this contract, including the license plate number, make, model, color, and year of the vehicle or watercraft used during surveys. This information will be shared with staff of land managing agencies that have granted PATRIC MEMBERS access to their lands outlined in this contract and COMMISSION law enforcement. PATRIC MEMBERS shall be responsible for ensuring that all qualified personnel assisting in activities authorized by this contract follow applicable rules, protocols and/or guidance. PATRIC MEMBERS and Field Assistants’ equipment and vehicles are subject to inspection by law enforcement at any time while performing work under this contract. PATRIC MEMBERS will be allowed to camp on SFWMD lands in specific areas determined by the SFWMD. Allowable camping area descriptions and maps will be provided during orientation. Personal animals/pets are not permitted to accompany PATRIC MEMBERS or their Field Assistants on Program lands unless the animal is a service animal as defined by the Americans with Disabilities Act.

PATRIC MEMBERS may remove active nonnative constrictor nests that are “guarded” by a nonnative female constrictor after first taking a picture showing the female constrictor on/ “guarding” the nest.

“Guarded” nests are defined as a nest of eggs where the female is actively on top of or wrapped around the nest of eggs (physically in contact with the eggs). The picture must be submitted with all other survey data.

All collected eggs from “guarded” nests must be turned in at the same time as the removed constrictor.

Nests that are not “guarded” by a nonnative female constrictor but are suspected to be nonnative constrictor nests MAY NOT be removed during the PATRIC MEMBER’s survey. In these cases, PATRIC MEMBERS should take pictures, GPS location, and detailed notes on the location of the nest for review by a trained biologist. If the nest is confirmed to be from a nonnative constrictor, the PATRIC MEMBER may remove the nest once verified. In all these cases, the adult nonnative constrictor can be removed by the PATRIC MEMBERS.

Prohibited nonnative reptiles captured incidental to this contract shall not be released alive. Only nonnative constrictors listed in this contract may be transported live from the capture location within PATRIC Program lands. All other Prohibited nonnative reptiles captured incidental to this contract must be humanely captured and killed on site following land area regulations. PATRIC MEMBERS will not be compensated for the removal of other nonnative reptiles not covered as part of PATRIC. No native or nonnative reptiles shall be brought into any of the contract areas alive.

Live Prohibited nonnative constrictors shall be transported only in a closely woven, double-seam sewn, cloth sack. This cloth sack shall be placed in a second cloth sack of similar construction, which shall be placed in a secure container. Said containers shall be prominently labeled “Prohibited Reptiles.”

Constrictors shall be bagged individually and labeled individually using a PATRIC Snake Bag Tag.

Multiple constrictors should not be placed in the same bag, even if they were caught at the same time in the same location.

All nonnative constrictors (live or dead) must be individually bagged and fully labeled using snake bag tags before transporting from one location to another.

Unless otherwise explicitly stated, this Program does not authorize access to any water management district, state forestry, state park service, city, county, federal, tribal, or private properties. Any required permission must be secured from the appropriate landholders prior to initiating any work on those properties.

A hard copy of the contract must be carried by the PATRIC MEMBER and be available for inspection at all times when engaging in any authorized activities.

Nonnative constrictor Capture, Removal and Transport

All captured nonnative constrictors must be deposited at an approved drop-off location or humanely killed within 24 hours unless otherwise directed by the Commission. Nonnative constrictors shall be handled in a safe and humane manner, and if a PATRIC MEMBER chooses to humanely kill a nonnative constrictor, they shall utilize allowable means for that particular public property. Methods of killing nonnative constrictors shall not be in violation of ss. 828.12, F.S. or Rule 68A-4.001, Florida Administrative Code. Allowable methods of humanely killing nonnative constrictors will require use of a captive bolt gun immediately followed by pithing. Further instructions will be reviewed at orientation. The use of firearms to kill nonnative constrictors is subject to all rules and regulations for each particular property except as defined in this contract. Any live transport of Burmese pythons or other nonnative constrictors shall be done per the rule language in Rule 68- 5.005, Florida Administrative Code. Humanely killed nonnative constrictor’s carcasses should be placed on ice in a cooler immediately following death or stored in a freezer unless otherwise directed. Once issued, PATRIC MEMBERS are required to wear issued ID badges visibly on their person and display the vehicle placard at all times while performing work under the terms of this contract.

Additionally, PATRIC MEMBERS will be required to keep a hard copy of this contract with them while performing any work under this contract and hard copies of FFS or FWS permits are required to be present if surveying on these properties.

COMMISSION reserves the right to keep any nonnative constrictors captured on project lands during PATRIC surveys or from requested EDRR surveys for the purposes of training, outreach, and scientific purposes. If the COMMISSION, and its partners, do not need to keep a nonnative constrictor captured on project lands, then the PATRIC MEMBER is responsible for carcass disposal. If the carcass is retained by the PATRIC MEMBER, the PATRIC MEMBER must dispose of the carcass legally. Carcasses may not be disposed of on any public road or right-of-way or left where they may be consumed by animals.

The PATRIC MEMBER will receive payment for nonnative constrictor removal efforts at an hourly rate as listed in the table below.

For all nonnative constrictors that are removed, an additional payment per nonnative constrictor ($50 for nonnative constrictors measuring up to four (4) feet, and an extra $25.00 for every foot measured above four (4) feet (prorated).
