FWC Solicitation Addendum 2 – NonNative Snake Control

This is an addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) modifying the calendar of events for Solicitation No. FWC 26/27-04, "Nonnative Snake Control." The solicitation seeks competitive proposals for the effective removal of nonnative snake species from Florida ecosystems through management of the Python Action Team Removing Invasive Constrictors (PATRIC) program, utilizing innovative technologies and oversight mechanisms. The deadline for sealed proposal submission remains September 30, 2026, at 1:30 PM ET, with responses to be mailed to the FWC Purchasing Office at 1875 Orange Avenue East, Tallahassee, Florida 32311-6160. The public response opening is scheduled for September 30, 2026, at 1:30 PM ET at the same location, with dial-in access available via phone and Microsoft Teams. Addendum 2 modifies two critical timeline elements: the evaluation period has been accelerated from October 6–23, 2026, to October 2–14, 2026, and the anticipated date of intended award has been moved forward from November 5, 2026, to October 19, 2026.

The contractor must maintain 30–50 PATRIC members conducting survey operations and python removal activities, manage bi-weekly payroll and member compensation, and develop or obtain survey-tracking and data-management software with artificial intelligence-enabled platforms for statewide detection and field coordination. The estimated total contract budget is $29,647,667 over an initial five-year term, with an option for renewal for an additional five years at the Commission's discretion. Monthly funding is allocated at $322,625 for the initial eight-month period (November 2026 through June 2027), decreasing to $241,666 monthly thereafter, with all proposals exceeding these monthly limits deemed non-responsive and rejected. All costs—including labor, benefits, insurance, travel, materials, equipment, mobilization, and innovative technology development—must be included in the quoted price. The evaluation committee will score responses on presentation quality, work-product examples, methodology and approach, respondent experience and knowledge, cybersecurity framework and technical requirements, and cost, with a minimum score of 70 points required for consideration.
