A non-mandatory pre-offer conference is scheduled for May 27, 2026 at 10:00 a.m. CST via Microsoft Teams, and questions are due June 12, 2026 at 5:00 p.m. CST.
Offerors must meet minimum qualifications: Certified Welding Inspector (CWI) certification with at least five years of ASME code experience, SNT-TC-1A compliant written practices for personnel qualification, and a minimum of five years' experience inspecting gas turbine exhaust diffusers and transition pieces. The contractor must maintain 24-hour emergency response capability and provide ASNT NDT Level III oversight in one or more testing disciplines (Magnetic Particle Testing, Penetrant Testing, Ultrasonic Shear Wave Testing, Eddy Current Testing, Visual Testing, Radiographic Testing, or Phased Array Ultrasonic Testing), Level II personnel in multiple disciplines, and at least two CWIs with five years of documented ASME Boiler Pressure Vessel Code and AWS structural welding code experience.
Services span two pricing categories: equipment-based testing (nine types including penetrant, magnetic particle, ultrasonic shear wave, eddy current, radiographic, phased array ultrasonic, metallographic replication, video borescope, and visual testing, with estimated annual quantities ranging from 5 to 125 days) and labor-based technical expertise (14 specialized technician and inspector positions at various certification levels, with estimated annual hours from 80 to 1,000 hours). Performance locations include multiple Austin Energy facilities, Austin Community College, and transmission pole fabricator facilities in the United States and Mexico.
The initial contract term is 12 months with City option to extend for up to four additional 12-month periods. A $250,000 Performance Bond is required within 14 calendar days of award. The City must comply with its Living Wage Program ($22.05 per hour minimum), wage theft ordinance certifications, and M/WBE procurement program provisions. Evaluation criteria are company qualifications and experience (20 points), personnel qualifications and experience (30 points), program understanding and approach (15 points), and price competitiveness (15 points), with optional local business preference (up to 10 points) and small business preference for SBA-certified entities (up to 10 points) available based on aggregate proposal value. The City reserves the right to make multiple awards by individual or groups of line items. Proposals must remain valid for 180 calendar days following the RFP closing date.
