About this opportunity
Dallas Area Rapid Transit Authority (DART) is requesting bids on 62 units of ball bearing slewing ring assemblies for a nine-year overhaul program supporting its Kinkisharyo Light Rail Vehicle fleets, with offers due May 26, 2026, at 2:00 PM local Dallas time via the BONFIRE Supplier Portal. A 5% Small Business Enterprise (SBE) participation goal applies, and offerors must meet or demonstrate good faith efforts toward this goal as a material consideration for award.
The slewing rings must be manufactured by either Rotek Inc. (Model #2A7-36P1) or Kinkisharyo Inc. (Model #2A7-36P1) — a dual-source specification. Products must meet original equipment manufacturer form, fit, and function and demonstrate a minimum of three years of transit field experience under operating conditions of −15 to 115 degrees Fahrenheit consistent with Dallas conditions. Upon DART's request, contractors must supply product samples at no cost within five days for testing, with samples returned post-testing. Packaging must follow industry best practices including corrugated containers with void filling, modular pallet-sized design, vertical strapping alignment, and linear low-density polyethylene stretch film for kit packaging.
The base contract term is two years from award, with delivery to DART's facility at 2212 E. Pioneer, Irving, Texas 75061, Monday through Friday between 7:00 AM and 3:30 PM, F.O.B. destination. All costs including labor, materials, equipment, freight, and other charges must be fully loaded into unit and extended pricing with no subsequent adjustments permitted unless specifically provided in the contract. Offers remain firm for 180 calendar days from the submission deadline. Insurance requirements include Commercial Automobile Liability of $2 million combined single limit, Commercial General Liability of $5 million per occurrence, and Workers' Compensation coverage with Employer's Liability limits of $1 million. Contractors must comply with E-Verify employment eligibility verification and submit a Disclosure of Interested Parties form within five days of Board approval notification. No pre-bid conference is scheduled. Contracting Officer Audrey Hayes is available at 214.749.3485 or Ahayes1@dart.org.
