About this file
This is a specification document issued by the Dallas Area Rapid Transit (DART) Engineering Department for Nine (9) Year Overhaul Slewing Ring replacement parts used on Kinkisharyo Light Rail Vehicle fleets. The specification outlines requirements for Original Equipment Manufacturer (OEM) or equivalent replacement parts for slewing ring components across five DART light rail vehicle fleets (Fleets 50, 51, 52, 53, and 54), totaling 163 vehicles. The document specifies 14 line items required for the overhaul, including seal assemblies from ROTEK INC., fasteners from Fastenal and Lehigh Armstrong, and paint from Home Depot. Quantities vary by fleet, with Fleet 50 requiring 40 units, Fleet 51 requiring 34 units, Fleet 52 requiring 21 units, Fleet 53 requiring 20 units, and Fleet 54 requiring 48 units. The specification became effective May 28, 2024, with revision 4 being the current version.
All proposed products must meet the form, fit, and function of OEM products and demonstrate a minimum of three (3) years of transit field experience under operating conditions of -15 to 115 degrees Fahrenheit similar to those in Dallas, Texas. Products must be commercially available designs and shall work with existing systems without requiring modifications to products, vehicles, or currently installed systems. Upon DART's request, contractors must supply product samples at no cost within five (5) days for testing and verification purposes, with samples returned to the contractor following testing. Packaging requirements specify industry best practices to prevent damage during shipment, including corrugated containers with void filling, modular container design for standard pallet sizing, vertical strapping alignment, and use of Linear Low-Density Polyethylene stretch film for kit packaging applications.

Form, Fit and
Function
Form is the shape, size, dimension, mass, weight, and other visual parameters which uniquely characterize an item. Also, the shape, material, interfacing, and appearance.
p. 4 of 6 Effective Date: May 28, 2024
Fit is the ability of an item to physically interface or interconnect with or become an integral part of another item.
Also, the size, including connectors and weight.
Function: The action or actions that an item is designed to perform.
Perform the exact same functions, that is, provide the exact same output, given appropriate inputs.
Physical, functional, and performance characteristics or
Specifications that uniquely identify a component or device and determine its interchangeability in a system.
4.0 Requirements
4.1 All products must meet the form, fit and function of the OEM products listed.
4.2 All products shall have a minimum of three (3) years of transit field experience under conditions of –15 to 115°F similar to those found in Dallas, Texas.
4.3 All products shall be a commercially available design.
4.4 All products shall work with the existing system without any modifications to the products, vehicle or systems currently installed.
5.0 VERIFICATION
5.1 Upon request, the contractor agrees to supply at no cost to DART samples of the products proposed for testing prior to contract award.
5.2 Samples will be available and submitted within five (5) days of request by DART oral and/or written.
5.3 Upon request, samples will be returned to Contractor at no cost to DART, after testing is complete. Parts returned to Contractor may not be in the same condition as originally sent to and received by DART.
5.4 Function test (if needed) is verification the parts meet the manufacturers’ specification and/or performance requirements.
6.0 PACKAGING
6.1 Product shall be packaged to best industry practice to prevent damage. The packing slip shall include DART purchase order number, DART part number, manufacturer part number, manufacturer name and part description. The packaging exterior (e.g., individual part bag, box, etc.) shall include manufacturer’s part number and manufacturer’s name.
p. 5 of 6 Effective Date: May 28, 2024
6.2 Parts that are packaged as a kit shall be within corrugated containers (or equivalent) and shall have voids filled on all sides of the containerized material.
6.3 Where the part size permits, containers should be designed in a modular fashion to fit on standard pallet sizes. The pallet must be designed to accommodate the part(s) length and weight, keeping the material within the confines of the pallet (i.e., material shall not overhang the footprint dimensions of the pallet.) Size carton(s) modularly to the pallet to eliminate voids and minimize shifting of packages on pallets.
6.4 Strapping should be used only in vertical alignment.
6.5 The use of horizontal banding is a poor packaging practice and may require an upgrade of the corrugated paperboard and/or the addition of corner supports.
6.6 Plastic and metal banding must be applied using proper tension settings. Excessive tension can lead to container failure and poor load containment as well as pallet failure.
6.7 When banding to corrugated cartons, use of corner or edge protectors is required as necessary to prevent the collapse of carton edges.
6.8 Use of plastic (stretch) film for unitization is considered an acceptable material.
Linear Low-Density Polyethylene (LLDPE) Stretch Film or equivalent shall be utilized for parts’ kit packaging applications.
6.9 Product shall be packaged to provide maximum protection against shock, vibration, ESD, abrasion, thermal and other types of damage during shipment.
