About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Horse Park, is seeking qualified vendors to provide night muck removal, loading, and hauling services through Request for Bid (RFB) 758 2600000417. Vendors may bid on muck removal services only, loading and hauling services only, or both services combined. Night muck removal services involve removing stall bedding shavings and horse manure from designated storage locations within barn complexes and transporting the material to a central disposal area behind the Alltech Arena, with work restricted to between 6:00 p.m. and 6:00 a.m. each night. Loading and hauling services require contractors to load accumulated material from the disposal area onto hauling equipment and remove it from the property, with pricing submitted on a per-ton basis and certified weigh tickets required for each load removed. Muck removal pricing is submitted on a per-night basis, and historical data indicates the Kentucky Horse Park generated approximately 561 empties of 40-yard loads in FY25 and 529 in FY24, equating to approximately 7,000 tons annually. The contractor must demonstrate a minimum of five years of relevant experience in the United States, provide all necessary equipment including specialized machinery for low-light operations, and ensure equipment operators are experienced in low-light machinery operation and knowledgeable about working safely around horses. The initial contract period runs one year beginning March 28, 2026, with four optional two-year renewal periods available subject to written approval from all parties. The bid closing date is March 19, 2026, at 1:30 p.m. ET (originally scheduled for March 12, 2026), and written vendor questions were due by February 27, 2026, at 10:00 a.m. ET. Award will be made on a best value basis with price weighted at 100 points and experience evaluated on a pass/fail basis requiring the minimum five-year experience threshold. All bids must be submitted electronically through the Commonwealth eProcurement system, with pricing remaining firm for the first twelve months and subject to 30 days' notice thereafter for any increases that require written justification based on industry-wide price changes.
Kentucky resident bidders are eligible for reciprocal preference in accordance with the Commonwealth's reciprocal preference policies, and qualified bidders including Kentucky Correctional Industries receive additional preference points of 20 percent, while nonprofit agencies serving individuals with severe disabilities may receive 15 percent preference. No incumbent vendors or current contractors are identified in the solicitation documents. All contractors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, with the Commonwealth named as an additional insured, and Automobile Liability Insurance of $1,000,000 combined single limit if vehicles are used in contract performance. Prior to contract award, vendors must be registered in the Commonwealth eProcurement System and Vendor Self Service portal, obtain Kentucky Sales and Use Tax registration, and register with the Kentucky Secretary of State if a foreign entity. Bidders claiming resident bidder status must complete a Required Affidavit for Bidders, Offerors and Contractors confirming authorization to transact business in Kentucky, filing of corporate income taxes for the year prior to advertisement, payments to the Kentucky unemployment insurance fund, and maintenance of an active workers' compensation policy. While no specific award value or budget range is explicitly stated in the solicitation documents, the reference pricing of $325.00 per pickup from Addendum 1 provides a baseline for cost estimation, with actual award amounts contingent on vendor pricing submissions and the volume of services required based on the Kentucky Horse Park's event schedule.
