About this file
This is a Solicitation Modification (Version 4) issued by the Commonwealth of Kentucky's Finance and Administration Cabinet for night muck removal, loading, and hauling services at the Kentucky Horse Park. The solicitation (RFB 758 2600000417) was issued on March 5, 2026, with a closing date of March 12, 2026, at 1:30 p.m. The project involves two line items: Line 1 requests nightly muck removal services from designated storage locations within the barn complexes to a central disposal area behind the Alltech Arena, with work limited to between 6:00 p.m. and 6:00 a.m., and Line 2 requests loading and hauling of muck material off the Kentucky Horse Park premises from the disposal area. Bids for Line 1 are to be submitted per night of service, while Line 2 bids are per ton. The contractor must provide all necessary equipment, coordinate with Kentucky Horse Park staff to minimize disruption, and ensure equipment operators are experienced in low-light conditions and safe working practices around horses. The modification changed Line 2's unit of measurement to tons and added a requirement for certified weigh tickets for each load.
Bidders must demonstrate a minimum of five years of relevant experience and submit completed bid information as part of their proposal. The contractor is responsible for all equipment procurement and operational logistics, including daily scheduling coordination with park staff. Kentucky Horse Park, located at 4089 Ironworks Parkway, Lexington, Kentucky 40511, serves as both the shipping and billing address. For additional information, interested parties may contact Keith Srutowski at 502-564-7007. Online bidding is permitted for this solicitation. All bids are subject to the terms and conditions outlined in Attachment A and any subsequent addenda incorporated into the solicitation.
